On the morning of August 13, a national conference was held in Hanoi to summarize the results of the implementation of the national target program for socio-economic development in ethnic minority and mountainous areas ( Program).
Speaking at the conference, Politburo member, Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front (VFF) Do Van Chien affirmed that this program is not only a simple national target program but also a deep, specific, special concern of the Party and State for people in ethnic minority and mountainous areas.
The Chairman of the Central Committee of the Vietnam Fatherland Front also clarified that the beneficiaries of the program are not only ethnic minorities but also " Kinh people living in this area must enjoy these policies".
Mr. Do Van Chien said that recently, the Party and State have issued many major programs and policies that strongly affect ethnic minority and mountainous areas.
Regarding the housing construction program: The goal is to complete more than 300,000 houses for the poor and people in difficult circumstances, including ethnic minority areas, expected to be basically completed by August 31.
Regarding investment in education: The Politburo has decided to invest in the construction of 248 boarding schools, semi-boarding schools, and private schools in border communes.
Regarding tuition exemption: This policy is especially meaningful for ethnic minority and mountainous areas, where people benefit the most.
New thinking about health: Not only focusing on the number of doctors per thousand people, but more importantly, "how many times a year people are examined periodically and where to treat when they have a disease".

From practical activities and supervision, the Chairman of the Central Committee of the Vietnam Fatherland Front proposed three important solutions.
First, it is necessary to carefully consider integrating the program. Mr. Do Van Chien said that it is necessary to be very careful when integrating this program into other programs.
Regarding the reason, this is a program " imbued with the ethnic policies of the Party and State", requiring priority, incentives and special attention. If integrated, the program must still be identified as a separate component to ensure that it is not overshadowed and retains its specificity.
Second, do not line up sideways to avoid cracking. Agreeing with the Prime Minister's view, Mr. Do Van Chien emphasized that we should not "disburse the money".
Third, promote decentralization and delegation of power in a practical way. This is a solution that he especially emphasized to remove "bottlenecks" in implementation.
Accordingly, Mr. Do Van Chien proposed two core principles:
Regarding responsibility: What the subordinates can do, the superiors can do, the superiors are determined not to do. The upper level only takes care of inspection and supervision. This is to avoid the situation of superiors being lenient and interfering deeply in the work of the grassroots level, helping localities be more proactive and flexible.
Regarding finance and procedures: Do not issue too many complicated guiding documents. Instead, it is necessary to flexibly apply current regulations: construction investment expenditure applied according to the law on construction investment; career expenditure applied according to regulations on the state budget. The above level should only issue instructions for specific points of the program.
Sharing as a son of the San Duu ethnic group raised by the State since the age of 12, Mr. Do Van Chien emotionally expressed: "The lives of ethnic minorities and mountainous areas compared to themselves are a vast sky".
However, he also frankly acknowledged that the lives of people still have many difficulties compared to the national average.
He expressed his belief that, with the deep attention of the Party, the State and the efforts of the entire political system, the program will continue to be successful, helping ethnic minorities integrate and develop sustainably with the country.
