On July 1, the new wards and communes in Ho Chi Minh City simultaneously operated officially according to the 2-level local government model.
Speaking to Lao Dong Newspaper on the same day, a representative of the Standing Committee of the Vietnam Fatherland Front Committee (VFF) of Binh Thanh Ward said that in the process of implementing the operation of the two-level government, it is necessary to determine the role of the VFF, especially in supervision and social criticism.
The Front not only participates in giving opinions on the process of building the government, but also takes on a supervisory role to ensure that policies, decisions, and administrative procedures are implemented in accordance with regulations, on schedule, and meet the legitimate needs and aspirations of the people.

Similar to the Public Administration Service Center, the Front is also currently participating in grasping the actual situation, listening to the opinions and reflections of the people, thereby promptly transmitting them to the authorities. This contributes to promoting state units and agencies to enhance their sense of responsibility, improve administrative processes and procedures more quickly and effectively.
At the same time, in the work of arranging and streamlining the apparatus, the Front also plays a role in giving comments on how to build and operate the administrative apparatus to be increasingly streamlined, efficient, effective and efficient.

The representative of the Standing Committee of the Vietnam Fatherland Front Committee of Binh Thanh Ward emphasized that with the organization of a two-level government, it is necessary to promote the strength of the grassroots level to effectively support the city and central levels in implementing policies and guidelines in the new situation.
Also on July 1, the Binh Thanh Ward Public Administration Service Center officially came into operation. The Public Administration Service Center is organized according to the "one-stop, one-stop-shop" model, receiving and handling groups of procedures in various fields.
In particular, the center has arranged priority areas for the elderly, people with disabilities, pregnant women... and a team of staff ready to directly support people in looking up, submitting documents online, using the public service portal.
Binh Thanh Ward was established on the basis of merging wards 12, 14 and 26 of the former Binh Thanh District. Immediately after its establishment, the ward government quickly improved the organization, ensuring the settlement of administrative procedures for people was smooth and uninterrupted.
