From January 1, 2026, newly recruited doctors will have their salaries increased to level 2 (instead of level 1 of 2.34 - more than 5.4 million VND as at present).
Accordingly, the salary of newly graduated doctors from January 1, 2026 is according to the coefficient of 2.67, level 2 of pharmacists and doctors - about more than 6.2 million VND. This salary level is applied when recruited into the corresponding professional title until there are new regulations on salary.
The salary coefficient for newly graduated doctors from January 1, 2026 is 2.67, so the salary calculation will be as follows:
Salary of newly graduated doctors = Basic salary x salary coefficient + allowances.
The basic salary is 2.34 million x with a salary coefficient of 2.67 (level 2) = 6,247,000 VND + 70% (or 100% allowance) depending on the working field. If including the salary allowance for doctors and pharmacists who have just graduated, they can receive about 10 million to 12 million VND/month, depending on the high or low allowance level.
Doctors and medical staff are entitled to allowances up to 100%:
Article 3 of the Draft Resolution of the National Assembly's Draft Resolution on a number of breakthrough mechanisms and policies for the protection, care and improvement of people's health (draft Resolution) effective from January 1, 2026 stipulates:
Regarding salary regime, doctors (including traditional medicine, dentistry), preventive medicine doctors and pharmacists are paid from level 2 when recruited. Regular and directly- practicing medical staff in the fields of psychiatry, forensic medicine, forensic psychiatry, emergency resuscitation, and pathology are entitled to 100% preferential allowances.
Medical staff working at commune-level health stations and preventive health facilities are entitled to a 100% occupational allowance if working in ethnic minority areas, mountainous areas, areas with special difficulties, border areas, and islands; the remaining areas are entitled to a minimum of 70%. The Government stipulates in detail and may add other specific subjects according to socio-economic conditions.
