The implementation process of solutions "Connecting administrative procedures from medical facilities to local authorities 3 in 1 plus 1: Registry of birth - Registry of permanent residence - Issuance of health insurance cards for children under 6 years old - Issuance of ID cards for people under 14 years old" includes 5 steps:
Step 1: Issuing a birth certificate: When the child is born at a medical facility, the basic information of the child (name, date of birth, gender, place of birth, parents' full name...) is recorded in the management software system of the medical facility.

Step 2: Submit a 3-in-1 administrative procedure link: Register birth, register permanent residence, and issue health insurance cards to children under 6 years old. In which:
At health facilities: The administrative department of the health facility issues birth certificates to the father/mother or guardian of the child, and at the same time carries out propaganda and guidance to parents for the purpose of grasping and understanding the basic process of connecting administrative procedures in 3 in 1.
At the one-stop department of the People's Committee at the commune level: The citizen reception officer handling administrative procedures guides and recommends that citizens access the National Public Service Portal (at dichvucong.gov.vn), select the section "Connecting public services for birth and death" to submit documents online and fees according to regulations.
The process of receiving and handling interconnected records according to the provisions of Articles 7 and 8 of Decree No. 63/2024/ND-CP.
Step 3: Return results: Citizens receiving electronic results are automatically sent by systems to the requestors through the personal electronic data management warehouse on the National Public Service Portal, VNeID application and the Information System for handling administrative procedures at the ministerial and provincial levels or come to the one-stop department of the People's Committee at the commune level to receive paper results, including: birth certificate, Notice of results of settlement of permanent residence registration, Health Insurance card.
Step 4: Submit the application for an ID card to a person under 14 years old: Citizens go to the Commune-level Public Administration Service Center to receive the birth certificate. After citizens receive the results at the one-stop department of the People's Committee at the commune level, judicial and civil status civil servants instruct citizens to submit documents to issue ID cards to people under 14 years old through the Ministry of Public Security's Public Service Portal (at the address dichvucong.bocongan.gov.vn).
Step 5: Return an ID card: Citizens receive an ID card at the reception point of the Department of Administrative Management of Social Order Police - CATP, Police of wards and communes or via public postal service (according to citizens' choice when submitting public service documents online).
