The People's Committee of Da Nang City issued Official Letter No. 934/UBND-CATP dated August 8, 2025, assigning departments, branches, and People's Committees at the commune level to promote the implementation of electronic health books on the VNeID application and carry out a peak period of 90 days and nights to clean up marriage data, moving towards cutting down on marriage confirmation procedures, ensuring completion on schedule as assigned by the Government and the Working Group of Project 06/CP.
The Chairman of the City People's Committee requested agencies, units and localities to uphold the sense of responsibility, clearly assign people, tasks, time and results; resolutely direct and comprehensively implement the contents of Plan 242, Plan 153; be responsible to the Chairman of the City People's Committee if the task is not completed.
The Department of Health is responsible for assigning targets to the People's Committees at the commune level on the number of health insurance that need to be integrated into VNeID. At the same time, direct medical facilities and medical examination and treatment facilities in the city to strengthen information and propaganda on the convenience of electronic health books, guide the integration of Health Insurance into the VNeID application, use electronic health books at the headquarters of agencies, units and on websites, social networking platforms... so that patients and their relatives know and implement them.
Proactively arrange support points in the waiting area for medical examination, arrange staff and instruct to integrate health insurance cards into paper wallets and use the Electronic Health Book on the VNeID application for patients and patients' relatives; seriously implement the updating and standardization of daily medical examination and treatment data format on the Electronic Health Record application and the Health Insurance appraisal software system.
The City People's Committee requests the Da Nang City Social Insurance to regularly monitor, inspect, and urge 100% of medical examination and treatment facilities to connect data to the Vietnam Social Insurance; update medical examination and treatment data, testing, referral, and re-examination appointments to display on the electronic health book for people to exploit and use.
Every month, exchange demographic data of residents in the city registering for health insurance to the Department of Health to serve the assignment of targets for integrating the Electronic Health Book to ensure completion on schedule.
The City Police has the task of continuing to promote the collection of application issuance, instruct the activation of level 2 electronic identification accounts for eligible people in the city, focus on priority for remote, isolated, border, island areas and areas with a large number of unregistered people, activate level 2 electronic identification accounts.
Maintain contact and exchange with the Department of Administrative Police for Social Order, Ministry of Public Security to provide data and progress of integrating the Health Insurance card into the VNeID application in the city for advice and urging implementation.
The Da Nang City Youth Union established an additional "Project 06/CP Youth Shock Group" to coordinate with facilities to guide people to register for electronic identification, integrate health insurance and use electronic health books.
With the peak period of 90 days of cleaning up marriage data, the Department of Justice and the City People's Court assigned the target to the People's Committees at the commune level and the district court for digitizing data, connecting with the national database on population, to be completed before August 15, 2025. The City Police directed the verification of information, the cleaning of marriage data, to be completed before September 30, 2025.
Relevant departments, branches and localities must report weekly results and progress to the Chairman of the City People's Committee for monitoring and direction.
