Da Nang sets a goal that by the end of 2026, all medical facilities will deploy electronic medical records, towards ending paper medical records.

Da Nang City People's Committee said it has just issued Plan No. 212/KH-UBND to deploy electronic medical records in Da Nang city in 2026.

According to the Plan, the city aims to ensure that 100% of medical examination and treatment facilities complete the deployment of electronic medical records by December 31, 2026.

In which, all hospitals under the Department of Health (announced in 2025) will not use paper medical records from January 1, 2026; Ministry, sector, and private hospitals will not use paper medical records from January 1, 2027.

Ensure the deployment of electronic medical records at medical examination and treatment facilities to synchronously connect and manage people's health data according to the life cycle at all medical examination and treatment facilities throughout the city.

To achieve the set goals, the city identifies a number of key tasks and solutions. In which, focus on directing, reviewing and evaluating infrastructure, and developing implementation plans.

All medical examination and treatment facilities in the city establish Steering Committees and Working Groups to implement electronic medical records at units; issue plans to implement electronic medical records at units; review infrastructure, information technology equipment, lease/invest/receive software sponsorship suitable to the conditions and scale of the unit for implementation. Completion time before May 20, 2026.

Hospitals under the Department of Health and ministries, branches, and private hospitals update and maintain the deployment of electronic medical records at units; review, update and supplement infrastructure, information technology applications, common lists, information security... to maintain, update, and upgrade (if any) information technology applications and digital transformation at units.

Ensure that by the end of October 30, 2026, hospitals under the Department of Health will not use paper medical records; by the end of December 31, 2026, the remaining units will not use paper medical records.

Medical examination and treatment facilities throughout the city deploy complete electronic medical records at all clinics (including public clinics, private clinics), and health stations in the city before December 31, 2026.

At the same time, maintain connection, sharing and interconnection of health insurance medical examination and treatment data, referral letters for medical examination and treatment based on electronic medical record data. Deploy connection, sharing, interconnection and reuse of paraclinical and clinical data based on electronic medical record data.
