From July 1, 2025, implementing the 2-level local government model, Hanoi has established 126 new commune and ward health stations. These stations were formed on the basis of rearranging old health stations and some general clinics previously under the health center. Regarding human resources, officials from medical centers were transferred and appointed to leadership positions at the new health station, ensuring the maintenance of professional activities.
According to the request, health stations need to review the conditions and complete the contract signing documents including: Operating license, technical list, human resources and medical equipment. This dossier must be submitted to the grassroots social insurance agency no later than August 27, 2025 for appraisal and signing before September 1, 2025. After the contract is signed, the Social Insurance will make a financial advance payment according to regulations, helping the health stations operate stably from the beginning.
The Hanoi Department of Health will also accompany and support the licensing of operations, issuance of codes for medical examination and treatment facilities, approval of technical categories and public disclosure of medical human resources information. Meanwhile, the grassroots social insurance company directly signs the contract, while the City Social Insurance is responsible for directing, synthesizing and reporting.
The completion of the contract signing not only helps maintain initial medical examination and treatment at the grassroots level but also ensures that people continue to use health insurance cards for convenient, accurate medical examination and treatment at the prescribed level and are paid for expenses according to regulations. This is an important step to protect the legitimate rights of people with health insurance cards, contributing to maintaining the grassroots health system in the context of Hanoi rearranging administrative units.
