Vietnam Social Insurance issued Official Letter No. 1334/BHXH-CSYT to Social Insurance of provinces and cities, requesting proactive implementation of many solutions to ensure continuous and smooth medical examination and treatment (KCB) for health insurance (HI) in the process of localities implementing the 2-level local government model.
Accordingly, Vietnam Social Insurance emphasizes continuing to ensure full legitimate rights for health insurance participants before, during and after administrative units are arranged into 2 levels (provincial and commune levels). Social Insurance of localities needs to closely coordinate with the Department of Health and health insurance facilities, promptly agree on the organization and operation plan so that patients do not encounter difficulties or interruptions when going to see a doctor for treatment.
The Social Insurance Agency requires health insurance treatment facilities to continue using health insurance cards issued to people, even if they have not yet adjusted the address information or the place of initial medical examination and treatment registration on the card. At the same time, local Social Insurance urgently coordinated to finalize data, organize appraisal, settle health insurance medical examination and treatment costs in the second quarter of 2025 and make advance payments for the third quarter of 2025 in accordance with regulations.
To ensure the rights of health insurance participants, social insurance in areas need to assign staff to the Health Insurance regime Department to coordinate with health facilities subject to reorganization, guidance and support for people to receive medical examination and treatment most conveniently.
Vietnam Social Insurance also requests the Department of Health of provinces and cities to promptly complete legal conditions, creating conditions for social insurance agencies to promptly sign contracts or appendices to health insurance treatment contracts with merged, dissolved, and newly established medical facilities. In case the new Commune Health Stations are eligible to sign contracts, assign district-level Social Insurance to directly sign, ensuring inheritance of the rights and responsibilities of the previously signed contracts.
This move is considered an important preparation step, helping the implementation of health insurance policies to be uninterrupted during the period when localities are transforming the government model, ensuring the rights of people with health insurance cards.
