3 regional health centers in Khanh Hoa officially dissolved, and at the same time transferred all personnel, functions, and tasks to the grassroots level from April 1.
The arrangement aims to streamline the apparatus and improve the effectiveness of primary health care, but there are still many obstacles in the implementation process.
A day earlier, Khanh Hoa province issued a decision to dissolve 3 regional health centers under the Department of Health, including: Nha Trang Regional Health Center, Phan Rang - Thap Cham Regional Health Center and Cam Ranh Regional Health Center, from April 1, 2026.
According to the decision, the Director of the Department of Health is responsible for directing the dissolution; and at the same time organizing the arrangement and placement of personnel, implementing the handover of finances, assets, seals, dossiers, documents and related contents in accordance with regulations.
Along with that, the Department of Health presides over and coordinates with the People's Committees of communes, wards and related units to organize the handover of all personnel, the number of employees and laborers from regional health centers to commune and ward health stations and units directly under the Department, ensuring compliance with legal regulations.
Professional and nghiệp vụ guidance and handling of issues arising during the transfer process are also required to be strictly implemented.
In addition, the Department of Health coordinates with the Department of Finance and the Department of Home Affairs to inspect and guide procedures for handing over assets and finances according to regulations on public assets; and at the same time implement personnel transfer to grassroots levels according to regulations.
People's Committees of communes and wards are responsible for fully receiving personnel, assets, finances, dossiers, and related documents; organizing management and use in accordance with regulations and decentralization of the Provincial People's Committee.
At the same time, directing health stations to arrange and assign work, implement regimes and policies for officials and employees who are received.
The dissolution of regional health centers is identified as arranging the organizational structure in a streamlined direction, improving the operational efficiency of the grassroots health system, especially primary health care for people.
At the end of 2025, Khanh Hoa province decided to transfer the status quo of regional health stations and general clinics along with all functions, tasks and personnel in the fields of preventive medicine, population, and food safety to the commune level.
To date, most localities have issued decisions to establish health stations. Some places have initially consolidated personnel, with 9 stations appointing directors and deputy directors; 12 stations assigning powers to be in charge; 1 station is implementing the appointment process. However, only 4 stations have submitted dossiers to apply for licenses to operate medical examination and treatment.
