According to reports, from June 1, 2024, Yen Bai GTVT Hospital had to temporarily suspend medical examination and treatment activities due to the lack of a person responsible for technical expertise as prescribed. Previously, the unit did not ensure regular expenditures in 2021-2022, heavily affected by the COVID-19 epidemic, leading to debt for salaries and social insurance.
At the working session, Standing Vice Chairman of Lao Cai Provincial People's Committee Nguyen The Phuoc said that the hospital reception was carried out according to Decision 1922 of the Prime Minister on reorganizing the Department of Transport Health. However, the implementation process encountered many obstacles when the unit did not achieve financial autonomy and could not balance revenue and expenditure.

Faced with this reality, Lao Cai province proposed that the Ministry of Construction coordinate with the Ministry of Finance to develop a report to submit to the Prime Minister for consideration and permission to handle debts, and at the same time calculate a plan to dissolve the hospital. Along with that, the locality proposed to re-evaluate the value of assets to have a direction for definitive handling, avoiding waste.
Notably, Lao Cai province is committed to arranging suitable jobs for the hospital's staff according to their expertise after receiving them, in order to ensure the rights of workers.

On the side of the Ministry of Construction, Deputy Minister Le Anh Tuan affirmed that he will closely coordinate with localities to remove difficulties and obstacles in the handover process. Based on the proposal of Lao Cai province, the Ministry will summarize and report to competent authorities to soon have a mechanism to definitively resolve existing problems.
Previously, for many years, officials and employees of Yen Bai GTVT Hospital have fallen into a difficult situation when they were not paid salaries and social insurance was paid late due to lack of funds. The reason stems from the prolonged and incomplete handover between central and local agencies.
From June 2024, the hospital was forced to stop operating, facilities deteriorated, causing waste. The unit currently owes nearly 8 billion VND, including salaries, insurance and supplier debts.
By early February 2026, Lao Cai province had agreed to receive 14 civil servants to be arranged at commune-level health facilities. However, the handover of personnel has not yet been completed due to waiting for completion of procedures for receiving and transferring assets.

Many officials and employees hope that the handover process will be accelerated, and debts will be resolved soon to stabilize jobs and income, avoiding prolonging further difficulties.
Yen Bai GTVT Hospital is located on a campus of more than 1,200m2 in Yen Bai ward, Lao Cai province, including 4 buildings: Patient treatment area of Traditional Medicine Department, building A, building B and building C.
Mr. Lai Van Quynh - Head of the Organization Department, Chairman of the Trade Union of Yen Bai Transport Hospital said - from 65 union members to now, the hospital's Trade Union only has 17 people, and activities are also interrupted.
According to Mr. Quynh, the total salary debt of the hospital is more than 5 billion VND, social insurance debt is about 1.4 billion VND and supplier debt is hundreds of millions of VND. Not only salaries, the payment of social insurance, health insurance, and unemployment insurance is delayed by more than 24 months, causing many workers to lose their legitimate rights.
