At the Workshop on developing out-of-hospital emergency sealing organized by the Ministry of Health on March 21, Deputy Minister of Health Tran Van Thuan emphasized: If emergency work in and out of the hospital is carried out promptly, quickly and effectively, many lives will be saved and the consequences of accidents and diseases will be reduced. Although the health sector and the outpatient treatment system have made many efforts in outpatient emergency care, there are still many limitations in terms of legal basis, policies, organizational network, facilities, expertise, human resources and equipment, not fully meeting the emergency needs of the people.
According to the National Traffic Safety Committee, in 2024, there were more than 23,689 traffic accidents nationwide, killing 10,965 people and injuring 17,567 people. Compared to the same period in 2023, the number of accidents increased by 713 cases (+3.1%), the number of deaths decreased by 918 people (-7.73%) but the number of injuries increased by 1,440 people.
In addition to traffic accidents, emergency work at the scene also received many other cases such as work accidents, natural disasters, disasters, fires, explosions, poisoning and emergency cases such as cardiovascular disease, stroke, respiratory diseases, obstetrics and gynecology, etc.
At hospitals, Hanoi Medical University Hospital alone in 2024 received more than 33,000 emergency cases, with 84 deaths. The group of digestive diseases is the main cause, accounting for more than one-third of all emergency hospitalizations (34.7%). Other diseases such as infectious diseases (12.76%), injuries (11.84%), neurological diseases (stroke) (10.52%), cardiovascular diseases (6.60%) and respiratory diseases (4.91%) also account for a significant proportion.
According to Dr. Ha Anh Duc, Director of the Department of Medical Examination and Treatment Management (Ministry of Health), every year, there are hundreds of thousands of deaths outside the hospital, due to causes such as traffic accidents, household accidents, fires and explosions and epidemics. The development of the Out-of-Hospital Emergency System Project is extremely necessary to treat more people. This project consists of three main parts:
First, at the scene, it is necessary to identify cases that need emergency care outside the hospital, such as traffic accidents or community incidents, and promptly screen and handle them.
Second, the process of transporting patients from the scene to the medical facility. The use of ambulances and connections to medical facilities must be done quickly and effectively.
Third, at medical facilities, it is necessary to ensure connectivity between emergency units and the readiness of medical facilities to receive patients.
In addition, the Project also focuses on restoring the 115 transmission line system, which is currently spreading in localities. The coordination of emergency care requires a rhythmic mechanism of operation, helping to improve the chance of saving more lives.
