At the regular press conference in the afternoon of 3.4, Mr. Nguyen Hoang Hung - Head of the Building Department and the youth work (Department of Home Affairs of Ho Chi Minh City) - said that Ho Chi Minh City People's Committee issued a plan after the Ministry of Home Affairs submitted a draft resolution on arranging administrative units at all levels and building a two -level local government model.
Currently, the Department of Home Affairs is coordinating with departments, districts and Thu Duc City to urgently review the criteria to draft plans to reorganize the commune level and form new units according to Conclusion 127 of the Politburo.
The criteria for assessment include: Population size, natural area, specific factors, history, tradition, ethnic culture, religion, belief, customs, practices, geographical location, natural conditions, regional linkages, scale, level of economic development, national defense and security, transport infrastructure and information technology.
In addition, the Department of Home Affairs is also coordinating with functional agencies to promote propaganda work, creating consensus among the people and the team of cadres, civil servants and public employees affected by the reorganization process. At the same time, the review of legal documents is also carried out to ensure that there are no legal gaps when implementing.
Currently, the Department of Home Affairs of Ho Chi Minh City is summarizing the plans proposed by localities, and at the same time evaluating according to the central criteria. It is expected that in the next week, the Department will report to the Standing Committee of the Party Committee of Ho Chi Minh City People's Committee to continue to complete the plan and submit to the Standing Committee of Ho Chi Minh City Party Committee.
After completing the consultation of the Standing Committee of the City Party Committee, the Department of Home Affairs will advise the People's Committee of Ho Chi Minh City People's Committee to implement the process of collecting people's opinions and complete the dossier to submit to the Ho Chi Minh City People's Council for approval.
The dossier will then be sent to the Ministry of Home Affairs for submission to competent authorities for approval. In which, the plans for arrangement at the provincial level will be submitted to the National Assembly, while at the commune level will be decided by the National Assembly Standing Committee.

Ho Chi Minh City currently has 22 district-level administrative units (including 16 districts, 5 districts, 1 city) and 273 commune-level administrative units (including 210 wards, 58 communes, 5 towns).
According to the plan of the Ho Chi Minh City People's Committee, before June 10, 2025, after the resolution of the National Assembly Standing Committee is issued, localities will have to organize the announcement of the resolution, reorganize the apparatus, and arrange a suitable team of cadres, civil servants, and public employees.
At the same time, Ho Chi Minh City will resolve the regimes and policies for surplus cases, arrange and handle headquarters and public assets, reclaim old seals and engrave new seals.
At the meeting on the socio-economic situation of Ho Chi Minh City on April 2, Ho Chi Minh City Party Secretary Nguyen Van Nen emphasized that the arrangement needs to ensure convenience for people, avoiding the situation where communes with too large areas cause inconvenience in management and travel.
Mr. Nguyen Van Nen also said that Ho Chi Minh City will not limit the arrangement within the district-level administrative boundaries but will use the city's common boundaries to re-plan commune-level administrative units.
Regarding the issue of naming new wards and communes after the arrangement, the Secretary of the Ho Chi Minh City Party Committee requested that the names must be concise, easy to remember, reflect cultural factors and be suitable for the aspirations of the people.
