Hung Yen health sector streamlines focal points, increases proactiveness of facilities

Hung Yen - Hung Yen is arranging and streamlining the health system, reducing the number of non-business units and transferring human resources to the grassroots level to improve operational efficiency.

According to Hung Yen Department of Health, after the arrangement process, the organizational structure of the health sector continues to be consolidated in the direction of streamlining focal points, increasing the proactiveness of grassroots levels, and maintaining professional activities, meeting the requirements of people's health care and protection.

Accordingly, after merging the Department of Health of Thai Binh province and the Department of Health of Hung Yen province, the number of professional departments under the Department is 7 departments, a decrease of 10 departments; the number of public non-business units is 53 units and 1 other unit. The total number of focal points directly under the Department after arrangement is 63 units, a decrease of 12 focal points compared to before.

The Department of Health continues to implement the plan to arrange and consolidate public non-business units. According to the plan submitted to the Provincial People's Committee, 8 single-functional health centers will be dissolved; 2 multi-functional health centers will be merged into 2 general hospitals; 8 multi-functional health centers will be reorganized and renamed as general hospitals. At the same time, functions related to preventive medicine, population and food safety will be transferred to commune-level health stations for management.

After arrangement, the number of non-business units under the Department of Health is expected to decrease from 53 to 43 units. In addition, the health sector also streamlines internal focal points at some units. Hung Yen Social Protection Center, Thai Binh Social Protection Center and Center for Disease Control are arranged from 29 departments and rooms to 24 departments and rooms. Thai Binh Traditional Medicine Hospital is reorganized into Hung Yen Provincial Geriatric Hospital - Traditional Medicine.

Regarding human resources, the Department of Health is assigned 118 civil servant positions, currently there are 91 people. The civil servant position assigned is 2,629 people, of which 2,084 positions are paid from the state budget and 545 positions are paid from career revenue sources. The total number of civil servants present at units under the Department is 6,556 people. The entire sector has 2,641 contract workers.

Notably, from January 11, 2026, the Department of Health in coordination with the Department of Home Affairs reviewed and transferred 546 people from health centers to commune and ward health stations to carry out preventive medicine, population, food safety and strengthen human resources to serve medical examinations.

For the Health Station system, before July 1, 2025, after merging Thai Binh and Hung Yen provinces, the whole province has 406 commune and ward-level Health Stations. After July 1, 2025, the system will be rearranged to have 104 commune and ward-level Health Stations under the management of the People's Committees of communes and wards and be non-business units under the People's Committees of communes and wards according to regulations.

According to the Hung Yen Provincial Department of Health, in the coming time, it will continue to review and complete the job position plan; train, foster, transfer, and rotate staff reasonably; and at the same time implement mechanisms and policies to attract and retain high-quality medical personnel, especially at the grassroots level.
