This content is stipulated in Resolution No. 37/2026/NQ-CP of the Government on the structure, quantity and some policies for principals, directors, vice principals, deputy directors, and educational support personnel when implementing the arrangement of public preschool, general, continuing education, and vocational education institutions at the provincial and commune levels.
Educational support personnel for preschool education institutions, general education institutions, and continuing education centers include: Accounting, clerical, and cashier positions are arranged for common use for educational institutions.
In addition, there are job positions for equipment, laboratories, libraries, educational services, student counseling, educational support for people with disabilities, information technology (or office administration), and school healthcare.
The arrangement of the structure and number of principals, directors, deputy principals, deputy directors, and educational support personnel according to regulations must be completed before September 30, 2026.
Within 3 years (36 months) from the date this Resolution takes effect, educational support personnel must meet sufficient standards of training, fostering, professional capacity according to the requirements of the new job position; if not met, then implement the regime of resignation or retirement, streamlining staff according to the provisions of law, unless necessary, directly considered and decided by superiors.
The remaining number of education support personnel after being arranged fully according to regulations shall implement the settlement of staff streamlining policies according to the provisions of Decree No. 154/2025/ND-CP.
Provincial People's Committees decide to assign civil servant payroll according to their authority; direct the restructuring, arrangement, transfer, and transfer of education civil servants and the arrangement, arrangement or concurrent implementation of educational support personnel positions to overcome the situation of surplus and shortage of teachers and educational support personnel in the area in accordance with the scale and actual conditions of educational institutions, ensuring compliance with the number of employees according to the guidance of the Ministry of Education and Training.
At the same time, resolve policies and regimes for the team of principals, directors, vice principals, deputy directors, and educational support personnel under management authority affected by the arrangement of educational institutions.
Previously, the Prime Minister just issued Decision No. 973/QD-TTg dated June 1, 2026 approving the School Health program for the period 2026-2035, aiming to strengthen the protection, care and management of health for children, students; build a safe, healthy, and friendly educational environment, contributing to comprehensive physical and mental development and improving the quality of human resources in the future.
The decision sets a target that by 2030, 100% of boarding schools, schools for people with disabilities and reform schools will have full-time or part-time school medical staff according to regulations.
100% of higher education institutions, colleges, and intermediate schools have school medical staff that meet professional requirements.
Sharing at the Workshop "Accompanying and Creating a Future for a Healthy Vietnam" held in Hanoi on August 11, Dr. Hoang Duc Minh - Director of the Department of Students (Ministry of Education and Training) said that in the period 2019-2025, full-time school health staff only accounted for 50.7%, of which about 30% had medical expertise; the rate of professional training according to regulations only reached 38.5%. Only 80% of educational institutions have their own medical rooms, with sufficient first aid equipment and essential medicines.
