From July 15, 2026, many special allowances for medical staff will be adjusted according to Decree 192/2026/ND-CP of the Government.
According to Decree 192/2026/ND-CP issued by the Government on May 30, 2026, primary surgeons, general anesthesiologists or general anesthesiologists will receive allowances from 100,000 VND to 560,000 VND/person/surgery, depending on the complexity of the surgery.
Specifically, for special surgery, the allowance for the main surgeon is 560,000 VND/person/stage.
For type I, II and III surgeries, the benefit level is 250,000 VND, 130,000 VND and 100,000 VND/person/stage respectively.
Not only the main surgeon, other members of the surgical team also enjoy the new allowance level. The surgical assistant, resuscitation anesthesiologist or anesthesiologist assistant receives from 60,000 VND to 400,000 VND/person/surgery.
Meanwhile, the midwife for the surgery receives from 40,000 VND to 240,000 VND/person/surgery.
The Decree also stipulates that the surgical allowance level is 0.3 times the surgical allowance level of the same type.

This adjustment is considered a notable change after many years of implementing specific allowance policies in the health sector. According to the provisions of Decree 192, the new document will replace Decision 73/2011/QD-TTg of the Prime Minister - a policy that has been applied for more than a decade.
In the context that the health sector is facing pressure to maintain and develop high-quality human resources, especially in the specialties of surgery, anesthesia and resuscitation, and emergency care, raising the allowance level is expected to contribute to more accurately recognizing the specific nature of the labor of doctors and medical staff.
Special surgeries are often cases with high difficulty, long duration, requiring in-depth expertise and the coordination of many medical personnel.
In addition to professional pressure, the team participating in surgery also has to face high workload and direct responsibility related to the patient's life.
In addition to surgical allowances, Decree 192/2026/ND-CP also stipulates regimes of duty allowances, epidemic prevention allowances and monthly support for village health workers, residential groups, and village midwives.
This is considered one of the largest scale allowance policy adjustments for the health sector in recent years.
The Decree takes effect from July 15, 2026.
