After arranging administrative units, Ninh Binh Health sector is facing a new development space with a larger population, area and healthcare needs. Along with that are central-level hospitals located in the province going into operation, which are expected to create new opportunities for Ninh Binh Health sector.
One of the notable steps is that the Ninh Binh Provincial People's Council issued Resolution No. 12/2026/NQ-HĐND on attracting high-quality human resources in some fields and supporting high-quality human resources and talented people in public service activities in the period 2026 - 2030. In which, healthcare is identified as one of the strategic fields that needs to be prioritized for attracting human resources.
According to this policy, the one-time support level for high-quality human resources in strategic fields can be up to 1 billion VND/person for professors; 700 million VND for associate professors; 400 million VND for doctors; 350 million VND for specialist doctors level II, specialist pharmacists level II; 250 million VND for masters and 200 million VND for excellent graduates.
In addition to new recruitment, the health sector is determined to continue articulation training from medical assistants to doctors and postgraduate training. At the same time, strengthen technical transfer from upper to lower levels. Regional general hospitals are also required to provide professional support to health stations during the time when human resources are not fully supplemented.
The human resource problem is placed in parallel with investing in facilities, equipment and reorganizing the health network. Ninh Binh province has reorganized 18 health centers into regional general hospitals to perform the function of medical examination and treatment. At the same time, transferring human resources and equipment in the field of preventive medicine and population to commune-level health stations.
After the arrangement, the service scale of each station has changed very much. On average, one health station currently manages about 32,000 people, more than 4 times more than before the arrangement. Along with a wider area, the stations also undertake additional tasks of preventive medicine, population, health management, digital transformation and grassroots health programs.
Ms. Pham Thi Phuong Hanh - Director of Ninh Binh Provincial Department of Health said that Ninh Binh Provincial Health sector is coordinating with the People's Committees of communes, wards and related units to deploy a review of the current status of facilities, prioritize renovation and repair of degraded stations and supplement essential equipment to serve medical examination and treatment, preventive medicine and primary health care.
In the list of investment attraction projects in 2026, Ninh Binh province has set out directions to build and attract 1 to 2 hospitals that meet international standards, in addition to projects to develop elderly care facilities. This orientation is placed in the province's health development strategy to 2030, with a vision to 2045.
The policy of attracting high-quality human resources, if implemented for the right target audience and associated with the working environment, professional development opportunities, and commensurate equipment, will be the key for Ninh Binh to turn its existing advantages into real medical capacity in the coming years" - Ms. Hanh shared.
