Developing specialized healthcare to meet the needs of high-quality health care

Intensive care is becoming an inevitable trend, contributing to raising the level of the medical industry and effectively meeting the demand for high-quality health care. However, the issue of medical human resources and financial resources is still a big challenge for development.

Cities promote high-tech medical facilities

In Hanoi, according to Dr. Nguyen Dinh Hung, Deputy Director in charge of the Hanoi Department of Health, the city has 42 public hospitals and 43 non-public hospitals, many of which meet international standards, becoming the leading medical center in the country.

One of the bright spots in the Capital Planning is the construction of 5 high-quality medical complexes in key areas including Phu Xuyen, Soc Son, Hoa Lac, Son Tay and Gia Lam. extant hospitals such as Xanh Pon Hospital, Thanh Nhan, Hanoi Oncology Hospital, Hanoi Obstetrics and Gynecology Hospital and Hanoi Car will be upgraded to become specialized hospitals, meeting the increasing treatment needs of the people.

In addition, Hanoi will build new general hospitals at gateways such as Gia Lam, Thach That, Ung Hoa, and at the same time build new and expand specialized hospitals such as the City Eye, Tropical Diseases, kidneys and Oncology. In particular, treatment facilities for infectious diseases at high risk of spreading will be relocated out of the inner city to ensure the safety of the community.

Meanwhile, in Ho Chi Minh City, developing specialized healthcare, mastering modern technology, approaching international standards is identified as a strategic direction. According to the Ho Chi Minh City Department of Health, leading hospitals have mastered many complex techniques in key specialties such as obstetrics, pediatrics, surgery, oncology, oncology, etc.

The city also promotes international cooperation, attracts good medical experts from abroad, and focuses on training high-quality domestic human resources. The development of private healthcare in parallel with public healthcare contributes to diversifying services and improving the quality of people's health care.

Lack of medical human resources, unbalanced structure between levels, levels and regions

According to the Ministry of Health, the gap between regions in health index, access and service quality is still a challenge. The age, mortality rate and malnutrition of children between urban and rural areas, remote areas still have a clear gap. The supply system has not kept up with changes in disease models and care needs.

In terms of human resources, there are currently about 483,000 health workers, lower than the set target. The human resource structure is unbalanced between levels, levels and regions. Preventive medical human resources are lacking in both quantity and quality. Attracting human resources in remote areas and specific specialties is still a difficult problem.

Medical finance is not commensurate with demand. Although the budget and health insurance have increased, the average cost of health per capita is still lower than the ASEAN average. Public investment has not met the requirements for upgrading facilities, especially in public hospitals and grassroots health facilities. The shortage of resources hinders the construction of high-tech hospitals that meet international standards, limiting competitiveness and attracting foreign patients.

Associate Professor, Dr. Phan Le Thu Hang, Deputy Director of the Department of Financial Planning (Ministry of Health) emphasized: The health system in the new period needs to take on three roles: pillar of social security, health insurance shield, and the service sector especially contributes to economic growth. The six main components of the system that need to be improved synchronously include: Management; service provision; pharmaceutical and technology systems; human resources; finance; and health information, digital transformation.

According to Party Central Committee member and Minister of Health Dao Hong Lan, the Ministry of Health will focus on reviewing and rearranging the organization; promoting the development of grassroots health care, forming specialized health areas, developing high technology; enhancing training and attracting human resources to meet new requirements. At the same time, the industry will innovate management mechanisms, improve research efficiency, promote digital transformation, effectively implement Project 06, develop Electronic Health Books, connect with testing, complete national databases, towards a smart healthcare with three pillars: Disease department, medical examination and treatment and smart governance.

Regarding private healthcare, Associate Professor, Dr. Nguyen Anh Tri - Vice President of the Vietnam Private Hospital Association - said that private healthcare needs to change immediately to keep up with the increasing demand for health care of the people.

First, it is necessary to increase in quantity: Domestic private enterprises need to increase investment to build more medical examination and treatment facilities, high-end laboratories, diagnostic centers, vaccine factories, vaccination facilities...; create a chain of medical examination and treatment facilities, expand to localities across the country.

Second, we must improve quality so that people coming to private services can enjoy high and good services, minimizing risks in medical examination and treatment. Organize a health network closer to the people, promptly meeting the needs of the people. Accompanying and pioneering in disease prevention activities.
