Volunteering: The shell for a sophisticated business machine
Recently, the name "Dat den fin" of Mr. Bui Duy Dat, Chairman of the Board of Directors and General Director of Nam Duoc Lam Pharmaceutical Joint Stock Company has continuously appeared on social networking platforms through hundreds of volunteer videos, helping the poor and treating the elderly.
Mr. Dat's TikTok account has nearly 200,000 followers, more than 260,000 subscribers and nearly 100 million views on YouTube.
Through elaborate staged videos, patients from all over the world come here to seek treatment and medicine after being exposed to modern medicine. Phuc Lam Bao Duong is promoted as a place to "care for the disease that Western medicine returns to". The image of elderly people with diarrhea sharing "thank you, Mr. Dat" spread rapidly, defeating the psychology of long-time patients wishing for healing.
However, it is these charitable activities that are the springboard to attract patients to treatment facilities, where they are quickly caught up in a closed ecosystem, where there is no reason to leave.

Patients here, the money target is internal
According to the reporter group of Lao Dong Newspaper in March 2025 at the facility at 230 Ao Vua Street, Tan Linh Commune, Ba Vi, Phuc Lam Bao Duong is a closed complex, including examination area, treatment area, accommodation, dining and grocery store. This facility is known as a "5-star hotel" but inside each room there are only two beds for... six people. Many patients have to have three people on a bed. In the stilt house, dozens of people jostled to sleep together, the restroom was dirty and foul, causing inconvenience.
Patients live almost entirely within the clinic: Eat rice cooked by the clinic's kitchen, buy shampoos and soap from internal groceries, and take medicine sold by the clinic. This ecosystem comprehensively controls spending and living, causing many patients who are already weak and poor to gradually depend on Phuc Lam Bao Duong.
A patient from Phu Tho shared: "The room has 6 people but only 2 beds. There are days when it is too crowded, I have to lie on the side to make way for someone else. Although it is a tight spot, the price is not cheap: 80,000 VND/person/night. Not to mention eating, taking medicine, physical therapy... spending hundreds of thousands of VND a day is normal".
Unusual in medical examination and treatment: soric diagnosis, drugs of unknown origin
Posing as a patient, the reporter was examined in a small room, on the wall there were some blouses with the name of Military Hospital 105. The person claiming to be a doctor initially admitted to having worked there, but later said that he had worked at Hanoi General Hospital.
Less than 5 minutes of preliminary examination, the reporter was diagnosed with "muscle contractions, back straightening, possibly due to spinal thorns, disc surgery". While his health is completely normal, the doctor still recommends an dong medicine package including acupressure and massage for 250,000 VND/day. If staying: add 150,000 VND/day - a total of 400,000 VND/day, not including medicine fees.
Instead of transferring the patient to a specialized facility or requiring testing, the doctor said directly: "If you want to find the cause, take a photocopy. If not, stay here, I will treat it. When the reporter said he was not ready, the doctor immediately chased him: "Just take the medicine to use to relieve the pain, then return to do physical therapy later".
Regarding the abnormalities in medical examination and treatment activities in Phuc Lam Bao Duong, Lao Dong Newspaper has contacted Mr. Pham Dinh Hung, Chairman of the People's Committee of Tan Linh Commune, Ba Vi District. Mr. Hung said that because he is now retired under the regime, he no longer has the authority to respond, receive, and handle content related to the report. When asked who would take over Mr. Hung's position, Mr. Hung replied "I don't know". However, when they went to the headquarters of the People's Committee of Tan Linh commune to contact them for questioning, many officials of the People's Committee of the commune confirmed that Mr. Hung was still in office. Currently, Mr. Hung's car is still parked in the committee's yard.
The Law on Medical Examination and Treatment No. 15/2023/QH15 stipulates: The clinic is only allowed to operate within the licensed professional scope. With the traditional medicine model, it is only allowed to see and receive outpatient treatment, without the function of inpatient treatment.
Circular 41/2011/TT-BYT also emphasizes: "Specialty clinics do not organize inpatient treatment". This function only belongs to the hospital - where there are hospital beds, emergency systems and human resources on duty 24/7.
Allowing patients to stay illegally, even collecting food and living expenses at medical examination and treatment facilities, is not only a violation of the law but also poses a potential risk to seriously affect people's health. According to Article 39 of Decree 117/2020/ND-CP, this behavior can be fined from 20-40 million VND, and have its operating license revoked for up to 24 months.
