The support of 100% of the health insurance (HI) contribution level for near-poor people has not yet been applied synchronously nationwide. However, in the coming time, the Ministry of Health said it will study and propose to adjust the increase in the support level from the state budget, towards the goal of 100% health insurance coverage for this group.
The Ministry of Health has just issued Official Letter No. 4759/BYT-VPB to the National Assembly Delegation of Vinh Long province to respond to the recommendations of voters in the province, and at the same time respond generally to the opinions of voters in Ben Tre and Tra Vinh provinces before the 9th Session of the 15th National Assembly. Accordingly, voters suggested that there should be a policy to support the entire health insurance contribution for near-poor households nationwide, instead of only supporting 70% as at present.
Responding to the proposal, the Ministry of Health cited the provisions of the Law on Health Insurance and Decree No. 188/2025/ND-CP, in which people from near-poor households are supported by the budget with 70% of the health insurance contribution level. In particular, those residing in poor communes according to the Prime Minister's Decision will receive 100% support.
Although the comprehensive support policy has not been implemented consistently nationwide, some localities have proactively allocated local budgets to compensate for the remaining 30%. This action demonstrates the proactive, responsible and flexible spirit of authorities at all levels in their efforts to expand health insurance coverage, in line with the socio-economic development conditions in the locality.
The Ministry of Health affirmed that it will continue to coordinate with relevant ministries, branches and agencies to summarize and evaluate current policies. On that basis, it will study and propose adjusting the support level from the central and local budgets towards improvement, ensuring fairness in access to health services, and achieving the goal of sustainable coverage of all-people health insurance.
