On January 7, Lam Dong Provincial People's Committee issued a decision to sanction administrative violations against the owner of a bread cart related to the case of many people being poisoned by food that occurred in Phan Thiet ward.
The person fined is Mr. T.N.B (born 1976), owner of the Bibone cold-rolled meat bread cart on Nguyen Thi Minh Khai street, Phan Thiet ward, Lam Dong province.
According to the penalty decision, Mr. B committed 2 administrative violations in the field of food safety.
The first act is processing, supplying and selling food causing poisoning, affecting the health of 5 or more people but not to the extent of criminal prosecution.

The second act is a violation of regulations on conditions to ensure food safety in street food business according to the provisions of law.
For the above acts, Mr. B was fined 90 million VND for causing food poisoning and 2 million VND for violating food safety conditions. The total fine is 92 million VND.
In addition to the form of monetary penalties, Mr. B was also subject to additional penalties of suspending all processing, business and food supply activities for a period of 4 months.
At the same time, the owner of the Bibone bread cart is forced to bear all costs related to handling food poisoning, including examination and treatment costs for victims in accordance with regulations. The deadline for implementing remedial measures is 30 days from the date of receiving the penalty decision.
Lam Dong Provincial People's Committee assigned the Department of Health to direct specialized units to supervise, monitor and urge the implementation of remedial measures for Mr. B.'s consequences. At the same time, summarize and report the implementation results to the Chairman of the Provincial People's Committee.
Previously, as Lao Dong Newspaper reported, from the afternoon of December 12, 2025, many hospitals in Phan Thiet province have received a series of patients admitted to the hospital with symptoms of abdominal pain, vomiting, frequent diarrhea and fever.
Doctors diagnosed the patient with bacterial intestinal infection and monitored food poisoning.

Through epidemiological investigation, patients all said they had eaten bread bought at Bibone cold-rolled meat bread cart on Nguyen Thi Minh Khai street. By the morning of December 17, 2025, there were a total of 89 cases hospitalized after using bread at this location.
The Sub-Department of Food Safety and Hygiene directly took the remaining food samples from the Bibone bread cart and sent them to the Pasteur Institute in Nha Trang for testing. The results showed that the samples of fermented pork roll and brisket contained Salmonella spp bacteria - a food poisoning agent.
