According to Article 3 of Resolution 261/2025/QH15, the regime and policies on salaries and allowances for medical staff are specifically regulated as follows:
First, medical doctors, traditional medicine doctors, dentists, preventive medicine doctors and pharmacists when recruited for corresponding professional titles will be ranked from grade 2, applied until there are new regulations on salaries.
Second, people who regularly and directly practice medical expertise in specialized fields such as psychiatry, forensic medicine, psychiatric forensic medicine, emergency resuscitation, and disease anatomy are entitled to professional preferential allowances at 100%.
Notably, the Resolution stipulates the new professional preferential allowance level for people who regularly and directly practice medical expertise at commune-level health stations and preventive health facilities. Accordingly:
Enjoy 100% allowance when working in ethnic minority and mountainous areas, areas with difficult or especially difficult socio-economic conditions, border and island areas.
Receive a minimum allowance of 70% for the remaining cases, not belonging to the above-mentioned area group.
In addition to salary and allowance policies, Resolution 261/2025/QH15 also introduces specific regulations on the recruitment of health workers at commune-level health stations from January 1, 2026.
Accordingly, conditions on working time according to the provisions of law on civil servants are not applied when receiving people to become civil servants at commune-level health stations, if they fully meet the following conditions:
Have a practicing license for medical examination and treatment suitable to the requirements of the expected job position to be received;
Have a written commitment to work at the commune-level health station for at least 05 years.
In case the person admitted to work as an official does not fulfill the committed time of 05 years, they will be forced to resign according to the provisions of the law on officials.
With a series of new policies on salaries, allowances and recruitment, Resolution 261/2025/QH15 is considered an important step to increase income, improve working conditions, and at the same time attract qualified personnel to work long-term at commune-level healthcare - the closest level to the people in the healthcare system.
