The Ministry of Home Affairs has submitted to the Politburo a draft salary and allowance regime for cadres, civil servants and public employees after implementing the organizational arrangement.

According to information from the Ministry of Home Affairs, up to now, this agency has focused on completing 95 tasks assigned by competent authorities in November 2025.

In particular, the Ministry has submitted to the Politburo a draft salary and allowance regime (positions, areas, characteristics) for cadres, civil servants, and public employees after implementing the organizational arrangement and organizing the implementation of the 2-level local government model.

At the same time, the Ministry of Home Affairs also submitted a report on the organization of the 11th National Patriotic Emulation Congress; Advised the Government Party Committee to report on the implementation of Conclusion No. 62-KL/TW on the implementation of Resolution No. 19-NQ/TW on continuing to innovate the organization and management system, improving the quality and efficiency of public service units.

The Ministry also focuses on building and perfecting institutions to ensure connectivity and synchronization: Completing records and documents submitted to the National Assembly for consideration and approval of the revised Law on Civil Servants; has submitted to the Government for promulgation of many decrees...

In particular, the implementation of the regime and policies under Decree No. 178/2025/ND-CP (amended and supplemented in Decree No. 67/2025/ND-CP) has been completed and is no longerengthended. To date, 100% of the subjects have received the payment.

Previously, the Politburo issued Conclusion No. 83-KL/TW dated June 21, 2024, at Point 5.2, Clause 5 on salary reform; Adjusting pensions, social insurance benefits, preferential allowances for meritorious people and social allowances from July 1, 2024, assigning: "The Central Economic Commission (now the Central Committee for Policy and Strategy) will preside over the preliminary review of the implementation of Resolution No. 27- NQ/TW, in which it will coordinate with the Party Committee of the Ministry of Home Affairs and relevant ministries, branches and sectors to study and evaluate the suitability, feasibility and propose the implementation of 5 new salary tables and 9 new allowance regimes of the public sector for submission to the Central Committee for consideration after 2026 when the Politburo promulgates and implements the system of Job Position Lists in the political system".

After the Central Policy and Strategy Committee summarizes the implementation of Resolution No. 27-NQ/TW, the Ministry of Home Affairs will preside over and coordinate with relevant ministries and agencies to study the suitability, feasibility and propose salaries, new allowance regimes and bonuses.

In particular, there is a salary and income policy for cadres, civil servants, and public employees working at agencies and units under local governments at 2 levels, ensuring compliance with Party regulations, legal regulations, and state budget capacity.

At the regular Government meeting in November 2025, Politburo member and Prime Minister Pham Minh Chinh requested the Ministry of Home Affairs to urgently submit to competent authorities documents implementing Conclusion 206-KL/TW of the Politburo on salaries and allowances after the reorganization of the apparatus and the organization of local government at 2 levels, before December 15, 2025.
