On December 11, the National Assembly passed a Resolution of the National Assembly on a number of breakthrough mechanisms and policies for the work of protecting, caring for and improving people's health.
Article 3 of the Resolution, effective from January 1, 2026, stipulates the regime and policies on salaries and allowances for medical staff. Accordingly, doctors (including traditional medicine doctors, dental and maxillofacial doctors), preventive medicine doctors, and pharmacists are paid from level 2 of the recruited professional title.
People who regularly and directly practice medical expertise in the fields of psychiatry, forensic medicine, forensic psychiatry, emergency resuscitation, and pathology will receive a preferential allowance at 100%.
People who regularly and directly work as health workers at commune-level health stations and preventive health facilities are entitled to preferential allowances at the level of: 100% for ethnic minority and mountainous areas, areas with difficult socio-economic conditions, areas with particularly difficult socio-economic conditions, border areas, and islands; at least 70% for cases not covered by Point a of this Clause.
The Government shall specify this in detail and based on the conditions for economic and social development to specify a number of other specific subjects after reporting to the National Assembly Standing Committee.
Accordingly, the preferential allowance of 100% will be applied to medical staff in the following 2 cases: People who regularly and directly work in the fields of psychiatry, forensic medicine, forensic psychiatry, emergency resuscitation, and pathology.
People who regularly and directly practice healthcare at commune-level health stations, preventive medical facilities in ethnic minority and mountainous areas, areas with difficult socio-economic conditions, areas with especially difficult socio-economic conditions, border areas, and islands.
