Salary and housing allowances for teachers
Regarding the support policy for teachers, the draft stipulates that teachers are allowed to have health check-ups and occupational disease treatment according to the provisions of law. In case teachers are eligible for heavy, toxic, or dangerous allowances, they will be examined for health at least twice a year.
Teachers teaching Vietnamese to ethnic minority children before entering grade 1 and teachers teaching combined classes of 02 levels are entitled to an allowance of 50% of their current salary for 01 teaching period. Teachers teaching 03 qualified mixed classes are entitled to an allowance of 75% of their current salary for 1 teaching period.
Regarding the salary for a teaching period, the ministry proposes the following calculation:
The allowance regime prescribed in this clause is paid at the end of the school year and is not used to calculate social insurance and health insurance contributions and benefits.
In addition, teachers teaching Vietnamese to preschool children of ethnic minorities are entitled to allowances according to Government regulations. Meanwhile, physical education teachers and sports teachers and teachers teaching national defense and security at public educational institutions will receive compensation and uniform benefits according to the regulations of the Prime Minister.
Regarding housing policy, this draft decree proposes that teachers working in ethnic minority areas, mountainous areas, border areas, islands and areas with particularly difficult socio-economic conditions but without housing can rent public housing according to the provisions of the Housing Law or have their collective accommodation guaranteed by management agencies and educational institutions.
In case the management agency or educational institution cannot arrange a collective housing or public housing, teachers will be supported with an amount not lower than the rental price for public housing according to regulations.
The cost of supporting housing rental will be included in the regular operating expenses of the educational institution. Based on specific conditions, the management agency and educational institution determine the level of support and submit it to the competent authority for approval.
Policy to attract and promote teachers
The draft stipulates the cases of enjoying policies to attract and promote teachers, including:
Talented people according to Government regulations;
People with special talents, achieving high achievements in the fields of culture, arts, physical education and sports, traditional professions in accordance with the teaching profession according to Government regulations; people with national vocational skills level 4 or higher, people awarded one of the titles of "Excellent Doctor", "Excellent Artist", "Excellent Artisan" or higher;
Graduates from good grades or higher in key majors, essential according to the needs of socio-economic development of majors and occupations that are difficult to enroll but have a need in society, majors and occupations with specific expertise in the fields of arts, sports and majors and occupations with specific expertise in the fields of national defense and security according to the strategy, project and development plan for the teaching staff approved by competent authorities;
Volunteers working in educational institutions in areas with particularly difficult socio-economic conditions;
There are very few ethnic minorities on the list of ethnic minorities as prescribed by the Prime Minister who volunteer to work at educational institutions in areas with very few ethnic minorities.
