The reality of implementation in the past time shows that localities with direct direction from heads, proactively building plans and mobilizing forces at the grassroots level have achieved positive progress. Conversely, where this is only a separate task of the health sector, the results are still slow.
Therefore, local leaders are required to directly direct the program, mobilize socio-political organizations, residential groups, neighborhoods and collaborators to participate in propaganda and mobilization so that people understand that periodic health check-ups are not only a right but also a responsibility to protect the health of themselves, their families and the community.
One of the key solutions is to simultaneously deploy the continuous health care team model associated with residential areas at 100% of commune, ward, and special zone health stations. The teams will be in charge of each residential area, proactively "going through each alley, knocking on each door, checking each object" to mobilize people to participate in health check-ups; create and update electronic health records; monitor the elderly, people with non-communicable diseases, high-risk groups, and at the same time organize home check-ups for the elderly, people with disabilities, or people facing travel difficulties.
At the same time, Ho Chi Minh City mobilizes the entire public and non-public medical examination and treatment system to participate in the program. Hospitals will coordinate with local authorities to organize mobile examination teams to residential areas, industrial parks, schools, social protection facilities and places where people have difficulty accessing health services. The city also rotates doctors from hospitals to work at health stations to directly conduct health check-ups, and at the same time transfer techniques and improve capacity for grassroots healthcare.
A noteworthy new point of the program is that people are health checked regardless of administrative boundaries. People can choose any medical facility that meets the conditions to participate in the program in the most convenient place, near their place of residence, workplace or study. This mechanism helps create convenience for people, while promoting the capacity of both the public and private health systems, reducing overload at some medical examination and treatment facilities.
The health sector also requires hospitals to change their organizational thinking. Every time people come for examination, re-examination for chronic diseases, vaccination, pregnancy check-ups or use other medical services, it is considered an opportunity to have health check-ups if they have not been examined in the year. This approach helps to effectively utilize millions of visits to medical facilities each year, limiting people having to travel many times.
The program is implemented synchronously with the digital transformation platform. After each examination, people's electronic health records will be automatically updated, serving long-term health monitoring, and creating a large source of data to analyze disease risks and plan health policies.
