On July 2nd, in Hanoi, the Central Military Commission - Ministry of National Defense organized a military-political conference for the entire army to summarize and evaluate the results of leadership and direction in implementing military and national defense tasks in the first 6 months of the year and deploy tasks for the last 6 months of 2026.
Speaking to direct the conference, Politburo Member, Prime Minister Le Minh Hung emphasized that the Central Military Commission and the Ministry of National Defense have been proactive and sensitive in strategic advisory work on military and national defense, meeting the task of protecting the Fatherland both in the short and long term.
The army has firmly grasped, assessed, and forecasted the situation correctly, promptly advised on handling situations flexibly and effectively, maintained proactiveness, not to be passive or surprised, and firmly protected territorial sovereignty.
Along with that, focus on building a streamlined, strong, modern army with high political bravery, strict discipline, good professional capacity and mastery of technology, both consolidating traditional strength and forming new capabilities of modern warfare.
Building a strong and modern all-people national defense associated with building a solid all-people national defense posture with a solid people's security posture.
The Central Military Commission and the Ministry of National Defense have focused on developing science and technology, innovation and digital transformation; developing the defense industry has achieved very outstanding results, with new advances in mastering technology.
Pointing out that the world situation will continue to be complicated and volatile in the coming time, the Prime Minister requested the Central Military Commission and the Ministry of National Defense to continue to improve the quality of strategic advice on military, defense and foreign affairs.
The army must look further, prepare earlier, and advise more deeply; not only forecast military and defense but also socio-economic and diplomatic impacts in general; identify traditional and non-traditional security risks, not let the country be strategically surprised, and not let external events turn into domestic crises.

The Prime Minister noted that it is necessary to continue building a revolutionary, regular, elite and modern army; implement the adjustment of the organizational criteria for building a modern army in the new situation; improve the quality of training, education, exercises, mastering modern weapons and equipment and meeting new combat conditions.
Firmly protect the sovereignty of sea and islands, borders, airspace, cyberspace, strategic infrastructure and handle situations must be resolute in principle, flexible in method, solid in legality, proactive in communication and avoid falling into escalation traps.
Building a military region defense, solid defense areas in new conditions, synchronously with the leadership mechanism and local military organization.
According to the Prime Minister, it is necessary to develop a self-reliant, self-sufficient, self-strengthening, dual-use and modern defense industry, becoming a spearhead of the national industry and mastering the defense industry, a strategic supply chain to ensure response capacity in all situations, focusing on breakthroughs in science and technology development and innovation.
Continue to strengthen and improve the effectiveness of defense foreign affairs, organize good foreign affairs events and activities, contributing to building trust, expanding cooperation, minimizing the risk of conflict, especially focusing on science and technology, and human resource training to develop the defense industry.
