The Ministry of Health is drafting a Decree regulating preferential allowances according to profession for civil servants and employees working at public health facilities.
The Ministry of Health said that Decree No. 56/2011/ND-CP dated July 4, 2011 regulating preferential allowances according to profession for civil servants and public employees working at public health facilities has achieved many results, contributing significantly to increasing the income of civil servants and public employees working at public health facilities.
However, after a long period of implementation, Decree No. 56/2011/ND-CP has had some shortcomings due to the fact that Vietnam's disease model has changed a lot after more than 13 years, new emerging diseases have appeared, and the developments are complicated, while the rate of non-communicable diseases is increasing; the challenge for preventive medicine is huge, however, preventive medicine has not really been properly assessed for its importance.

The preferential allowance regime for medical staff has changed compared to the old regulations. Many medical staff are proposed to have their preferential allowance increased, and be included in groups with allowance levels of 70%; 60%; 50%; 40% and 30%.
In the submission on the issuance of a Decree regulating preferential allowances according to profession for civil servants and employees working at public health facilities, the Ministry of Health stated that the total estimated budget to implement this policy is about 357 billion VND/month.
The source of funding for payment from the price of medical examination and treatment services is structured as the cost of paying preferential occupational allowances according to the provisions of Point a, Clause 2, Article 110 of the Law on Medical Examination and Treatment; The funding to implement the allowance regime prescribed in this Decree is used from the following sources: State budget allocated to the unit according to the current state budget decentralization; The unit's retained career revenue; Other legal sources of revenue of the unit (if any).
According to statistics from the Ministry of Health, the number of people receiving preferential allowances according to their profession nationwide is 157,743 people (receiving from 20-70%), of which the largest number is at the commune health station level with more than 59,000 people, the district health center level is more than 38,000 people and the central level is more than 31,000 people.
