National Assembly discusses Hai Phong urban government model

If the National Assembly approves, Hai Phong will increase the number of full-time delegates by 9 compared to the current number, including 1 Vice Chairman of the People's Council, 4 Deputy Heads of Committees and 4 full-time members.
