On October 9, the National Assembly Standing Committee gave opinions on the draft Resolution of the National Assembly on the organization of urban government in Hai Phong City.
Presenting the report, Minister of Home Affairs Pham Thi Thanh Tra informed about the organizational structure of the People's Council and People's Committee when organizing urban government in Hai Phong.
Accordingly, the Standing Committee of the City People's Council includes: Chairman of the People's Council, 2 Vice Chairmen of the People's Council and members who are Heads of Committees of the City People's Council.
The Chairman of the City People's Council can be a full-time People's Council delegate, the Vice Chairman of the City People's Council can be a full-time People's Council delegate.
The City People's Council Committee consists of a Chairman, 2 Vice Chairmen and members. The City People's Council Committee has 1 full-time member.
The organizational structure of the District People's Committee includes: Chairman of the District People's Committee, Vice Chairman of the District People's Committee, Chief of the District Police, Commander of the District Military Command, specialized agencies under the District People's Committee, other administrative agencies and public service units under the District People's Committee.
The organizational structure of the Ward People's Committee includes: Chairman of the Ward People's Committee, Vice Chairman of the Ward People's Committee, Commander of the Ward Military Command, Chief of the Ward Police, and other civil servants working at the Ward People's Committee.
The draft resolution proposes to add 1 Vice Chairman of the People's Council and establish the Urban Committee of the People's Council of Hai Phong City.
Increase the number of full-time delegates to arrange the positions of Head and Deputy Head of the Urban Committee of the City People's Council of Hai Phong City (with 2 Vice Chairmen and no more than 8 full-time delegates).
The number of Vice Chairmen of the City People's Committee shall not exceed 4 people; the District People's Committee shall not exceed 3 people and the Ward People's Committee shall not exceed 2 people.
According to Minister Pham Thi Thanh Tra, the People's Committee of Hai Phong City decided to transfer a number of functions, tasks and powers of specialized agencies under the City People's Committee to other specialized agencies and administrative agencies under the City People's Committee, People's Committees of districts, towns and cities under the city; decided to establish, reorganize and dissolve public service units under the City People's Committee.
The Chairman of the Hai Phong City People's Committee is authorized to authorize the head of another administrative agency under the City People's Committee, the head of a public service unit under the City People's Committee to perform one or several of his/her tasks and powers within a specified period of time with specific conditions attached.
The election, recruitment, management and use of cadres and civil servants working in communes, wards and towns shall comply with the provisions of law on election, recruitment, use and management of cadres and civil servants and according to authority and decentralization of management.
Examining this content, the Law Committee agreed to strengthen the apparatus and increase the number of full-time People's Council delegates for the City People's Council.
At the same time, agree with the transfer and addition of some authorities to the City People's Council to ensure full implementation of the tasks and powers of the local government in the context of not organizing the People's Council of districts and wards.
Regarding the People's Committee and the Chairman of the City People's Committee, the Law Committee requests that the drafting agency continue to review and revise a number of regulations on specific duties and powers of the People's Committee and the Chairman of the People's Committee to ensure appropriateness and accuracy.
