At the 38th session, the National Assembly Standing Committee has just given opinions on the draft Resolution on the organization of urban government in Hai Phong City.
At present, Hai Phong does not have a city within a city.
Ministry of Home Affairs - the drafting agency, said Thuy Nguyen district is oriented to become a city under the city.
According to Lao Dong's investigation on October 11, it is expected that by the end of October, the Government will submit a plan to reorganize Hai Phong's district and commune-level administrative units and the National Assembly Standing Committee will issue a resolution, at which time Hai Phong will have Thuy Nguyen City.
Thuy Nguyen district currently has an area of over 26,000 hectares, oriented to be a type 3 urban area by 2025, aiming for a type 2 urban area by 2035, meeting the criteria of green - smart development, associated with the new administrative and political center of the city.
By 2035, the city will have about 600,000 people and by 2045 about 725,000 people. Thuy Nguyen district has the largest population and area in Hai Phong city with 35 communes, 2 towns, approximately 334,000 people.
When established, Thuy Nguyen will be a very large city. The entire industrial scale of Hai Phong is located in Thuy Nguyen and the population is very large, accounting for about 17-20% of the whole big city.
Currently, the duties and powers of the People's Council and People's Committee of the city belong to the city, but the whole country only has Thu Duc.
Therefore, the draft Resolution on the organization of urban government adds some mechanisms such as Hai Phong is arranged to have no more than 4 Vice Chairmen of the City People's Committee.
The number of Vice Chairmen of the District People's Committee is no more than 3 people and the number of Vice Chairmen of the Ward is no more than 2 people.
The Ministry of Home Affairs also proposed to increase the Vice Chairman of the People's Council and establish the Urban Committee of the People's Council of Hai Phong City. Full-time delegates will also be added to arrange the positions of Head and Deputy Head of the Urban Committee.
Thus, the model of the People's Council of Thuy Nguyen City when established has 2 Vice Chairmen and no more than 8 full-time delegates. According to current regulations, the People's Council at the provincial level has one to two Vice Chairmen; the district level has one Vice Chairman.
According to Hai Phong Party Secretary Le Tien Chau, establishing a city within the city is not a big deal. "We only propose establishing Thuy Nguyen City within Hai Phong City, we have no ambition to establish any more units," Mr. Le Tien Chau emphasized.
Previously, the People's Committee of Hai Phong City issued a plan to rearrange commune-level administrative units of Hai Phong City, accordingly, 50 commune-level administrative units will be reduced.
The arrangement, establishment and adjustment of administrative boundaries at district and commune levels in Hai Phong City in the 2023-2025 period have ensured the conditions prescribed in the Law on Organization of Local Government.
After the rearrangement of commune-level administrative units, Hai Phong City has 167 commune-level administrative units (79 wards, 7 towns, 81 communes), a decrease of 50 commune-level units (an increase of 13 wards, a decrease of 3 towns and 60 communes) compared to before the rearrangement.
As of December 31, 2023, Hai Phong City has a natural area of 1,526.43 km2 and a population of 2,432,761 people; the urbanization rate is 46.41%; there are 15 district-level administrative units and 217 commune-level administrative units.
