Mr. Pham Van Luat (born in 1976), Chuong Duong commune (Hanoi), used to be the main breadwinner of his family. However, a traffic accident that occurred more than 20 years ago turned his life in a different direction. Severe traumatic brain injury left long-term sequelae, causing Mr. Luat to live in a state of sometimes remembering, sometimes forgetting, no longer able to work or take care of himself.
Mr. Luat's family currently lives in an old house that has deteriorated over time. This is the only asset and also the residence of the whole family for many years, despite rain and sun and accumulated deprivations due to illness and poverty.

Since Mr. Luat had an accident, the family burden has been placed on the shoulders of Mrs. Pham Thi Que Anh (born in 1974) - Mr. Luat's wife. Without a stable job, Mrs. Que Anh does all kinds of jobs to earn a living, doing whatever anyone hires, from farming, weeding to trivial chores in the village. Previously, when she was young, she was attached to the handicraft embroidery profession, but now she is old, weak, and no longer strong enough to follow the profession.
According to relatives, since the accident, Mr. Luat's health has seriously deteriorated. He often suffers from convulsions, joint pain, and unstable memory. There are days when he almost does not recognize his family members. "Every activity of his must have someone by his side to watch over him," Ms. Que Anh shared.
Ms. Que Anh's income is precarious every day. On average, if she is healthy, she earns about 1 million VND per month; when the weather changes, she has joint pain, dizziness, headache, she can hardly go to work, her income is almost zero. Meanwhile, the family only receives social allowances of about 500 thousand VND/month, not enough to cover living expenses and medicine.

Not only worrying about daily food, Ms. Que Anh also has to take her husband to the hospital regularly. Some months, Mr. Luat has to go for examination 2-3 times; each time the treatment cost can be up to several million VND. “Some months I can't get money back, I only dare to buy medicine to take for a while,” Ms. Que Anh said choked up.
Mr. Luat's two sons, Pham Tien Tai, 10 years old and Pham Tuan Tu, 6 years old - are still in school age. Understanding the family circumstances, the children are early aware of self-discipline in studying, be obedient, and help their mother with small household chores. "I just hope that the children can go to school fully, and will be less miserable than their parents later," Mr. Luat said.
Although Mr. Luat's siblings and relatives live nearby, everyone has their own families and is in difficulty, so they can only visit and encourage, but cannot help much in terms of economy. Mr. Luat's family's life is therefore still mired in the vortex of illness and deprivation.
Talking to Lao Dong reporters, Mr. Pham Van Luan - Head of Mai Xa village, Chuong Duong commune said that Mr. Pham Van Luat's family is one of the particularly difficult cases in the locality. After the traffic accident, Mr. Luat suffered a traumatic brain injury, lost his ability to work, all the burdens of living, treatment and raising two young children were placed on the shoulders of his hired wife, with unstable income.
According to Mr. Pham Van Luan, the family's income mainly relies on the unstable hired work of his wife, while treatment costs for Mr. Luat arise frequently, sometimes having to go to the hospital many times a month. “Although receiving social allowances, the level of support is still low, not enough to meet living and medical needs. The locality always monitors, encourages and supports within the scope of possible, but for the family to truly overcome this difficult period, it is very necessary to join hands and help from the community," Mr. Luan said.
