Russia did not officially confirm it, but the US side said that Mr. Trump's proposal was based on the results of negotiations between Mr. Steve Witkoff - the special delegate of the US President and Mr. Kirill Dmitriev - the special delegate of the Russian President, without the participation of Ukraine, the EU, NATO or any other European country.
The US side not only sent this proposal to Ukraine but also gave the last resort to Ukrainian President Volodymir Zelensky to have a response before November 27, otherwise the US would stop military aid and end all other support.
Just looking at the official reactions of Russia, Ukraine, the EU and NATO without having to read all 28 points of the content, we can see that Mr. Trump's proposal is most beneficial to who and most disadvantageous to whom. Russian President Vladimir Putin welcomed and considered it a good basis for negotiations between relevant parties on a solution to help end the conflict in Ukraine.
Mr Zelensky and the leaders of the EU, NATO, UK, France and Germany could not reach an agreement but did not publicly protest. Mr Zelensky admitted that this is one of the most difficult times for Ukraine. On the sidelines of this year's G20 Summit in South Africa, French President Emmanuel Macron, British Prime Minister Keir Starmer and German Chancellor Friedrich Merz must rush together to make a "request" from Europe.
The reason is that Mr. Trump has almost included all of Russia's long-standing prerequisites in his proposal, which has always been strongly rejected by Ukraine, the EU and NATO. Therefore, Mr. Trump's proposal is like "throwing cold water" into Ukraine, the EU and NATO.

Ukraine is not allowed to join NATO and no foreign military forces are deployed in Ukraine. The Ukrainian army is limited to a maximum of 600,000 troops and is not equipped with long-range weapons or nuclear weapons.
The disadvantage for Ukraine, the EU and NATO is the greater the advantage for Russia. According to this proposal, NATO must not only not not send troops to Ukraine but also commit not to admit Ukraine to the alliance and must amend the charter to commit not to expand further. The EU has not only lost its role in resolving the conflict in Ukraine but has also not been able to use the Russian assets frozen by the EU. Russia is reintegrated into the world and invited to the G8 group.
If the current contents are maintained, Mr. Trump's proposal will have almost no chance of being accepted by Ukraine, the EU and NATO.
To have this exit of Mr. Trump, there should be an approach and a content shaping similar to Mr. Trump's proposal for peace in the Gaza Strip. Mr. Trump has certainly been encouraged and guided by the progress he has made in the proposal for peace in the Gaza Strip.
