On January 14, Hungarian Prime Minister Viktor Orban emphasized that money is not natural and the 800 billion USD that Ukraine is requesting the European Union (EU) will have to be paid from the budgets of the member states themselves.
Unfortunately, money does not grow on trees, including 800 billion USD. This is the amount that Ukrainians are demanding from Europe in the next 10 years. For Hungary, this means a financial burden of more than 9 billion USD. And according to Brussels, where will this money come from?" - Mr. Orban wrote on social network X, commenting on the report of Hungary's EU Affairs Department related to the consequences of funding Ukraine.
He affirmed that Hungary will not fund Ukraine, and opposed the EU leaders' goal of continuing the conflict in this country. "We say'no' to Brussels' military plans" - Mr. Orban declared, calling on allies to carefully consider the report prepared by EU Minister for EU Affairs Janos Boka.
According to reports, since February 2022, the EU has provided Ukraine with 193.3 billion euros in financial, military and economic aid.
Part of this comes from revenue generated from the use of blockaded Russian assets in the West. “For comparison, in the period 2004-2024, Hungary received 73 billion euros in net aid from the EU” - the report stated.
The report also said that in December 2025, the European Council decided to allocate 90 billion euros to Ukraine in the period 2026-2027 from the common loan of European countries despite the possibility that Kiev could almost not repay the entire amount.
However, "the European Commission's long-term plans go further" - the document emphasizes. According to experts' calculations, Ukraine could receive more than 360 billion euros from the EU budget for the next 7-year cycle.
Kiev also expects to receive 800 billion USD from the EU for reconstruction in the next 10 years, excluding military spending. If Hungary participates, it will have to contribute 1.16%, equivalent to 9.29 billion USD, according to reports.
Hungary's position is very clear: The government opposes unlimited funding for Ukraine and military assistance, does not agree to strengthen sanctions, and refuses to spend budget to extend military operations with money from the Hungarian people" - the EU's EU Affairs Commission declared.
According to Ukraine's plan, the $800 billion package to help revive the country in 10 years is part of the so-called peace plan.
This proposal was discussed on December 24 in exchanges with the US and then consultations with Western European leaders. Hungary considers this initiative unrealistic, believing that Ukraine will not be able to repay the money and future generations of Europeans will have to bear the consequences for many years.
