TASS reported that, according to Mr. Fedor Venislavsky, a member of the National Security, Defense and Intelligence Committee of the Ukrainian Parliament, the new regulations aim to redistribute the burden of military mobilization more fairly between urban and rural areas.
Mr. Venislavsky emphasized that in the past time, a large part of the forces mobilized came from rural areas, while the situation in major cities like Kiev has a clear difference.
This adjustment is expected to help reduce conflicts between people and staff of the Territorial Military Training Centers (TCC). He said: "The Presidential Office and the Ministry of Defense are making efforts to build appropriate military mobilization rules to minimize conflicts and ensure the necessary resources for the defense sector.
Due to a serious shortage of troops, the Ukrainian army has had to organize raids right in public places such as parks, wharves or shopping centers. The situation is so tense that many men are willing to gamble their lives, finding all sorts of risky paths to cross the border and flee abroad.
This reality has given rise to the term "busification" - used to refer to people being forced onto buses by functional forces to be taken directly to the enlistment point. On the streets, staff of the recruitment agency (TCC) are even called "human hunters" by people due to their drastic and controversial working methods.
Experts have found that the increase in direct confrontations is a consequence of increasing military pressure.
In Kiev, recent reports show that the number of TCC patrols has skyrocketed along with the tightening of control measures. The changes expected in April are seen as the government's efforts to professionalize the military recruitment process and ease the wave of dissatisfaction in major economic and political centers.
In the context of prolonged conflict, balancing between military needs and social stability is becoming a thorny problem for the Kiev government. Western allied countries are also closely monitoring this process, because the ability to maintain military strength and domestic consensus is a key factor determining the battlefield situation in the coming time.
