Reasons why Ukraine missed the 2.7 billion USD aid from the EU

According to Ukrainian government data, the country has not met all 6 reform criteria to receive 2.4 billion euros (about 2.7 billion USD) in support from the EU.

On May 30 (Moscow time), according to TASS news agency, Ukraine did not fully meet the requirements of Lien European Union (EU) within the framework of the Ukraine Facility program, thereby missing the necessary conditions to receive a disbursement of 2.4 billion euros (about 2.7 billion USD).

Data from the Ukrainian Government shows that Kiev did not complete the 6 reform criteria that the EU requested in the first quarter of 2026.

Ukraine has not yet deployed a planned personnel management information system, has not passed laws to simplify bankruptcy procedures for small and medium-sized enterprises, and has not yet issued regulations to ensure that the selection of senior prosecutors is carried out transparently.

The country has also not yet adopted a strategy to implement the principles of a circular economy, has not completed the demarcation of authority between central and local governments, and has not yet enacted laws related to connecting with utility infrastructure networks.

The Ukraine Facility is a large-scale financial support program of the EU for Kiev to support economic reform, recovery and European integration. Disbursements in this program are often associated with specific requirements for institutional, governance and economic reforms.

According to TASS, Ukraine's budget in recent years has been built with a very large deficit. Kiev officials have repeatedly admitted that domestic financial resources have almost run out and finding new funding sources is becoming increasingly difficult.

In that context, Western partners have repeatedly called on Ukraine to expand domestic revenue sources, including adjusting tax policies and promoting reform measures to reduce dependence on external aid.

Former Ukrainian Prime Minister Nikolay Azarov (who held this position from 2010-2014) previously stated that the Ukrainian economy is currently significantly dependent on loans and financial support from the West.

There is currently no information on whether the EU will adjust the deadline for implementing the above conditions, as well as when Kiev can complete the remaining requirements to receive the next disbursement.
