The above potential proposals are to convince Russian President Vladimir Putin to end the conflict in Ukraine.
The Telegraph reported that these proposals are expected to be made at the Trump-P Putin summit on August 15 in Anchorage, Alaska, USA.
In the package, Trump could allow Russia access to Alaska's rich resources, lift some sanctions on Russia's aviation industry and open up Russia's exploitation of rare minerals in now-calculated Ukrainian territories.
US Treasury Secretary Scott Bessent has directly reported to President Donald Trump on these economic exchange options as part of efforts to promote a ceasefire.
The deal would allow Russia access to valuable minerals in eastern Ukraine, especially lithium - a key raw material for battery production. Ukraine is said to own 10% of global lithium reserves, with 2/3 located in the region controlled by Russia.
In addition, Mr. Trump is also considering lifting some sanctions on Russian airlines, a move that could benefit US manufacturers such as Boeing.
Russia currently has more than 700 aircraft in operation; if the restrictions are lifted, they can return to buy spare parts and maintenance services from the US.
The move comes after a series of incidents, including a Soviet-era Antonov An-24 crash and a cyberattack that paralyzed many Aeroflot flights.
Another notable point is the possibility of the US allowing Russia to access valuable resources in Alaska, especially oil and gas.
Alaska is only about 5km from Russia through the Bering Strait and has a strategic location in the Arctic region - which accounts for 80% of Russia's gas production in 2022.
However, a source from the UK government warned that while these incentives could be accepted by Europe, all terms should avoid creating a reward feel for Russia.
In an interview with Bloomberg, Finance Minister Scott Bessent affirmed that Mr. Trump is determined to end the Ukrainian conflict but not at all costs. He stressed that pressuring was key to the negotiations, saying all options are on the table.
On August 13, the US Treasury Department said sanctions on Russia's financial sector had been eased until August 20 to facilitate transactions related to the meeting in Alaska between President Trump and President Putin.
Trump had previously said there was a very high chance he would meet Putin for the second time after the Alaska summit on August 15.
