The move comes after a proposal to attract more than 25,000 signatures, meeting the standards to be officially considered under the country's law.
The proposal was initiated by Ukrainian model Svetlana Dvornikova, demanding the decriminalization of the production of "adult films".
Model Dvornikova argues that law enforcement resources should focus on serious crimes rather than investigating acts such as buying and selling private photos. She also proposed changing the law to end the prosecution of those involved in the industry.
The ban on adult films has been applied in Ukraine since 2009, under President Viktor Yushchenko, banning the possession, distribution, trading and production of adult content. Model Dvornikova submitted her petition on June 27, 2025 and within just a few days had achieved the required number of signatures.
Dvornikova said she has paid more than 40 million hryvnia ($957,000) in taxes over the past five years, but is still investigated for two criminal cases: one related to tax evasion, one related to the production of prostitution. She affirmed: "What is not harmful should not be considered a crime".
Daniil Getmantsev, chairman of the Ukrainian parliament's tax committee, also expressed support for de-criminalization. He said that in 2024, about 350 Ukrainian content creators on OnlyFans declared their income and paid taxes. He criticized the continued criminal prosecution of these people as an act of "defying falsehood".
Previously, in 2023, a similar proposal was made by lawmaker Yaroslav Zheleznyak in the form of Draft No. 9623. Zheleznyak argues that legal adult content could bring revenue to the Ukrainian military and reduce the burden on the workforce. He said he earned nearly 34 million hryvnia ($814,000) in taxes from platforms like OnlyFans in the first half of 2023 alone.
However, the bill was met with backlash from the public at the time, with the opinions that prostitution was worse than alcoholism and would have serious consequences. Finally, the proposal was withdrawn before being voted on in parliament.
