Ukrainian Defense Ministry First Deputy Minister Ivan Havryliuk said that Kiev is planning to gradually withdraw some forces from the front line, prioritizing soldiers who have been fighting since 2022.
He emphasized that this plan will only be implemented when there are sufficient replacement human resources, to maintain the ability to train and rotate forces in combat areas.

The government of this country is urgently implementing many measures to add forces. One of the solutions considered is to establish units including young soldiers aged 18 to 24, signing military service contracts.
According to the Ukrainian Ministry of Defense, those who register to participate in the program will sign a 1-year contract and receive a significant financial support.
The support package could be up to 1 million hryvnia (about $24,000), including 200,000 hryvnia in initial payment, 300,000 hryvnia after completing training and 500,000 hryvnia at the end of the contract.
Not stopping there, the monthly salary can be up to 120,000 hryvnia (about $2,900), not including bonuses for combat missions.
Another resource being exploited is prisoners. Since August 2024, after the Ukrainian parliament passed a law allowing the temporary release of prisoners for national defense, the number of prisoners serving in the army has increased significantly.
According to Mr. Tevhen Horobets - Director of the Judgment Enforcement Department under the Ukrainian Ministry of Justice - there are currently more than 8,000 people who have been sentenced, including both men and women, joining the Ukrainian Armed Forces, and about 900 other files are in the process of being approved.
The Kiev government has also expanded the scale of military recruitment by establishing more than 50 centers in provinces and cities across the country.
In addition to attracting Ukrainian citizens to join the army voluntarily, efforts to call on foreigners to participate in combat missions on Ukrainian territory are also being promoted.
