On February 22, answering a reporter's question asking to know Vietnam's reaction to the fact that on February 17, 2026, based on the results of the review of tax information exchange at the same level by the Organization for Economic Cooperation and Development (OECD) with Vietnam in the 2021-2023 fiscal year, the European Union (EU) added Vietnam to the list of areas without tax cooperation, Vietnamese Foreign Ministry Spokesperson Pham Thu Hang emphasized:
As an active and responsible member of the international community, Vietnam always values cooperation and exchange with the Organization for Economic Cooperation and Development (OECD), especially in ensuring the transparency and efficiency of the tax system, thereby creating a stable, transparent and favorable investment and business environment for the business community, including businesses and foreign investors.
Right in the process of simultaneous review of OECD tax information exchange, Vietnam has absorbed, amended and recently supplemented many legal documents in the fields of taxation, finance, and corporate governance such as the Law on Tax Administration, the Enterprise Law and Decree No. 168/2025/ND-CP on corporate governance, thereby helping to improve the level of compliance with international standards on transparency and tax information exchange.
Currently, the Vietnamese Government is developing and implementing the National Action Plan to implement the recommendations of the OECD Global Forum on Transparency and Tax Information Exchange, and at the same time strengthen international cooperation in the field of taxation with partners, including the European Union.
In the spirit of the Vietnam - European Union Comprehensive Strategic Partnership, Vietnam is ready to exchange, share and cooperate closely and responsibly with the Council of Europe and EU member states on Vietnam's achievements in perfecting the legal system, mechanisms, and policies in a synchronous, transparent, fair, and internationally recognized manner; thereby helping to have a more objective and comprehensive assessment, as well as promoting cooperation between Vietnam and European partners for common development and prosperity.
