The Ministry of Finance solicits comments on the draft Decree on horse racing, dog racing and international football betting business, replacing Decree 06/2017/ND-CP issued in 2017.
In his sharing, sports expert Nguyen Hong Minh acknowledged that sports betting is an objective problem that already exists internationally and in many European and Asian countries. For Vietnam, we must carefully consider the provisions of the law.
We must see that legal sports betting has been practiced internationally. This problem is an objective existence. But in Vietnamese society, how to make it suitable and ensure compliance with legal regulations, the manager must come up with sanctions and guaranteed control. I have a grasp of the draft Decree on betting business, horse racing, dog racing and international football to replace the previous Decree 06. Many contents were adjusted in it. Above all, we still need detailed control regulations".
From his perspective, expert Nguyen Hong Minh believes that managers in Vietnam must have the advice of relevant agencies when drafting the Decree. In which, sports are one of the contents that are advised.
It is also important to have specific regulations that only one unit is licensed to conduct sports betting. However, the key point must be to determine what the concept of sports betting is because if it is not guaranteed, it will turn it into gambling. This is something that Vietnamese law does not allow, expert Nguyen Hong Minh discussed.
From the perspective of sports expertise, expert Nguyen Hong Minh acknowledged: Horses and dog racing are entertainment. When there are betting, it will be towards the economy, the manager must control. Because the main characters of the race are dogs and horses racing, but humans will run the competition. As for pure sports, everyone wants the fair-play competition to not be affected by any external phenomena. Maintaining this is the prerequisite for true professionalism in sports.
Regarding the issue of international football sports betting, according to expert Nguyen Hong Minh, in addition to the limits for players to bet at least 10,000 VND/day to a maximum of 1 million VND/day, if the manager implements legal betting in Vietnam, he must control the technology.
