Many coaches and athletes expect the new Decree to adjust the salary regime, training and competition salaries.

For many years, the salary, training and competition salary regime for coaches and athletes has been a major concern. In fact, the current remuneration level is not really commensurate with the intensity of training and competition as well as the increasingly high requirements for achievements.

According to the Ministry of Culture, Sports and Tourism, the development of the new Decree aims to amend, supplement and integrate the system of regimes and policies for members of the sports team during the training and competition period.

The draft new Decree also aims to improve the feasibility, effectiveness and efficiency in implementing policies and laws for coaches and athletes; thereby improving working conditions, income and preferential treatment.

One of the important contents of the draft is to adjust to increase 100% of training and competition salaries compared to the level specified in Decree No. 152/2018/ND-CP for coaches and athletes who do not receive salaries from the state budget.

Head coach of the national team is entitled to 1,100,000 VND/person/day; head coach of the national team 750,000 VND/person/day; head coach of the national youth team 750,000 VND/person/day; head coach of the national youth team 550,000 VND/person/day.

Coaches of industry teams, provinces, and centrally-run cities receive 450,000 VND/person/day; coaches of youth teams and talent teams of industries, provinces, and cities receive 360,000 VND/person/day.

For athletes, the proposed payment level per training and competition day includes: athletes of the national team 550,000 VND/person/day; athletes of the national youth team 450,000 VND/person/day; athletes of industry, province, and centrally-run city teams 360,000 VND/person/day.

Young athletes of industry, province, and city teams receive 150,000 VND/person/day and talented athletes of talented teams receive 110,000 VND/person/day.

Also according to the Draft of the new Decree, the nutritional regime of coaches and athletes at national team levels is proposed to be increased. Specifically, the regime of the national team is 405,000 VND/person/day; the national youth team is 405,000 VND/person/day.

In particular, the Draft also mentions other specific spending levels for coaches and athletes who are called up to the national sports teams preparing to participate in the SEA Games and ASIAD Olympic Games to enjoy a nutritional regime of 607,000 VND/person/day for a period not exceeding 90 days.

Regarding the special regime, athletes who achieve excellent results are entitled to monthly allowances at specific levels as follows: Olympic Games Medal 40,000,000 VND/person/month; ASIAD Gold Medal 20,000,000 VND/person/month; Overcoming the qualifying round to participate in the Olympic Games, Paralympic Games Medal: 10,000,000 VND/person/month.

Accordingly, the benefit period is 4 years from the time of achieving achievements at the Congress to the next Congress.

The draft Decree also supplements salaries for medical staff of sports teams. Accordingly, doctors who do not receive salaries from the state budget are paid a level equivalent to a team coach of the same level; medical techniques are entitled to a level equivalent to a team athlete of the same level.

For medical staff who are receiving salaries from the state budget, in addition to the current salary, they will be paid the difference compensation if the average salary per working day is lower than the new regulation level. The average salary is determined by the salary of the month immediately preceding training and competition divided into 26 working days.

Coaches and athletes are looking forward to having the opportunity to receive new regimes soon, partly improving income and creating more motivation for the training and competition process.
