On November 7, 2025, the Minister of Industry and Trade issued Circular No. 50/2025/TT-BCT stipulating the roadmap for applying the blending ratio of biofuels with traditional fuels in Vietnam (Circular 50). According to Circular 50, from June 1, 2026, unleaded gasoline must be blended and prepared into E10 gasoline for use in gasoline engines nationwide; Continue to blend and prepare E5RON92 gasoline for use in gasoline engines until December 31, 2030.
Although documents from the Vietnam Automobile Manufacturers Association (VAMA), VAM and the Vietnam Register as well as manufacturers and assemblers of automobiles and motorbikes all affirm that most cars and motorbikes circulating in Vietnam can use E10 gasoline (except for a light truck line manufactured from 1996 - 2023 that stopped production and some motorbikes). However, to ensure that all types of vehicles have fuel to use, avoiding all risks (even very small) of overly old vehicles that are incompatible with E10, the Ministry of Industry and Trade has decided to maintain E5RON92 gasoline as regulated in Circular 50.
With the national gasoline consumption of about 1 million m3/month, the amount of E10 needed is about 100,000 m3/month, from domestic production sources currently about 25,000 m3/month and imports about 75,000 m3/month, basically, businesses have proactively enough to meet mixing needs.
Regarding blending capacity, according to reports from key petroleum trading traders, as of April 23, 2026, the whole country has 13/26 key petroleum trading traders who have been and are investing in biological gasoline blending station systems.
Among them, there are 3 enterprises, with a blending capacity of Petrolimex 455,000 m3/month (expanding to 550,000 m3/month); PVOil 320,000 m3/month; Ho Chi Minh City Petroleum One Member Limited Liability Company (Saigon Petro) 120,000 m3/month.
The total capacity of these 3 enterprises is about 89,000 m3/month, with an average gasoline consumption of about 1 million m3/month, the blending capacity of the 3 licensed units accounts for 89% of the domestic gasoline supply (if 100% is E10) and accounts for about 96% of the domestic gasoline supply (if 85% is E10 gasoline and 15% is E5 gasoline); There are 10 enterprises waiting to be licensed to blend and mix E10 gasoline with a capacity of about 297,600 m3/month.
Thus, if the above 10 enterprises are licensed to blend and mix, the blending and mixing capacity of all 13 enterprises will reach about 1,178,600 m3/month, exceeding the blending and mixing demand (1 million m3/month) for the supply of E5 and E10 gasoline nationwide.
In addition, Binh Son oil refinery can also blend E5 and E10 bio-gasoline with a capacity of about 20,000 - 40,000 m3/month in May 2026 and 70,000 - 90,000 m3/month from June 2026 when requested.
In fact, the entire retail system has experience in trading E5RON92 gasoline, so basically, E10 can be received and distributed without major technical obstacles. However, the tanks, pump columns, pipelines and means of transport currently used for RON95 mineral gasoline must be cleaned of existing mineral gasoline, renovated and upgraded to suit E10RON95 gasoline, thereby incurring costs and possibly temporarily disrupting business operations.
The distribution system to gasoline users of large enterprises basically does not encounter many difficulties in handling the above-mentioned issues, such as the two largest key enterprises, Petrolimex and PVOil, which currently account for about 70 - 75% of the retail gasoline and oil market share.
PVOil has tested E10 distribution in Hanoi and Hai Phong since the beginning of August 2025 and officially distributed E10 gasoline throughout the system of nearly 1,000 gas stations nationwide from May 15, 2026; Petrolimex tested E10 sales at some stores in Ho Chi Minh City, Vung Tau and officially distributed throughout the system from May 20, 2026. It can be said that large enterprises have joined in and the remaining units are also preparing plans to participate in the roadmap.
In fact, the distribution of E5 gasoline nationwide from January 2018 and the testing and distribution of E10 gasoline from August 2025 in some localities and from mid-May 2026 nationwide by PVOil and Petrolimex as mentioned above, the Ministry of Industry and Trade and businesses that have distributed E10 gasoline have not received any official complaints about the quality of E5, E10 bio-gasoline or negative impacts on operating performance and engine life from gasoline users.
Using biofuels and bio-gasoline is a correct policy of the Government, implemented since 2012 by Decision 53 of the Prime Minister, in the context of orienting the development of a green, low-carbon economy, reducing dependence on fossil fuels for sustainable development and contributing to stabilizing and ensuring national energy security, increasing the use of biofuels and bio-gasoline is very necessary.
