According to VPI's machine Learning-based gasoline price forecasting model, retail gasoline prices will be stable in the adjustment period on November 20, 2025, or may only increase slightly by 0.2 - 0.3% compared to the previous adjustment period if the Ministry of Finance - Industry and Trade does not set aside or use the Petroleum Price Stabilization Fund.
According to Mr. Doan Tien Quyet, data analysis expert of VPI, the retail price of E5 RON 92 gasoline is forecast to be stable or may only increase slightly by 0.3% to VND19,868/liter, while RON 95-III gasoline is forecast to increase slightly by 0.2% to VND20,597/liter.
VPI's model predicts that in this period, mazut prices may continue to decrease by 408 VND to 13,662 VND/kg, diesel prices may decrease by 201 VND to 19,659 VND/liter, while hemp prices are forecast to increase by 199 VND to 20,129 VND/liter.
VPI forecasts that the Ministry of Finance - Industry and Trade will continue not to set aside or use the Petroleum Price Stabilization Fund this period.
A representative of a petroleum business also predicted that retail prices of petroleum may fluctuate in different directions in the operating period tomorrow. In particular, he predicted that RON 95-III gasoline price will increase by about 90 VND/liter; E5 RON 92-II gasoline will increase by about 70 VND/liter; Diesel oil will decrease by about 200 VND/liter.
According to the Ministry of Industry and Trade, the world petroleum market this time (from November 6, 2025 to November 12, 2025) is affected by main factors such as: OPEC+ agreed to slightly increase oil exploitation output in December 2025 and temporarily suspend the increase in oil exploitation output in the first quarter of 2026; US sanctions on Russian petroleum; military conflict between Russia and Ukraine continues... The above factors have caused world petroleum prices in recent days to increase and decrease depending on each commodity.
In the recent adjustment session (November 13), gasoline prices increased simultaneously compared to the previous price management period. Of which, E5 RON 92 gasoline is priced at VND19,844/liter (up VND162/liter). RON 95-III gasoline is priced at VND 20,576/liter (up VND 160/liter).
Prices of oil products fluctuated in different directions. Of which, diesel 0.05S is priced at VND19,864/liter (up VND541/liter); kerosene has a new price of VND19,335/liter (up VND540/liter); mazut 180CST 3.5S is priced at VND14,074/kg (down VND246/kg).
