According to a survey at 2:30 p.m. on November 18, world oil prices decreased simultaneously. WTI crude oil prices fell by 0.46 USD/barrel (down 0.77%), down to 59.40 USD/barrel. Brent oil price decreased by 0.45 USD/barrel (down 0.70%), down to 63.75 USD/barrel.
Oil prices fell in the second session after unloading at Russia's Novorossiysk export hub was restored. The operation at the Black Sea port had previously been suspended for two days due to an attack from Ukraine.
Earlier, oil prices of both standards rose more than 2% on Friday and closed the week with a slight increase. The reason is the disruption of exports in Novorossiysk along with a nearby station of the Caspian Pipe Alliance, affecting about 2% of global supply.
Over the weekend, oil prices increased by more than 2% as Russia's Novorossiisk port stopped exporting oil after a Ukrainian drone attack on an oil depot in Russia's energy center, raising concerns about supply.
According to the Ministry of Industry and Trade, the world petroleum market this time (from November 6, 2025 to November 12, 2025) is affected by main factors such as: OPEC+ agreed to slightly increase oil exploitation output in December 2025 and temporarily suspend the increase in oil exploitation output in the first quarter of 2026; US sanctions on Russian petroleum; military conflict between Russia and Ukraine continues... The above factors have caused world petroleum prices in recent days to increase and decrease depending on each commodity.
According to a representative of a petroleum business, domestic petroleum prices will fluctuate according to the world petroleum situation. According to current market developments, it is forecasted that in the next price adjustment period, retail prices of gasoline may fluctuate in different directions.
In particular, the price of RON 95 - III gasoline is forecast to increase by about 90 VND/liter; E5 RON 92 - II gasoline increases by about 70 VND/liter; Diesel oil decreases by about 200 VND/liter.
In the recent adjustment session (November 13), gasoline prices increased simultaneously compared to the previous price management period. Of which, E5 RON 92 gasoline is priced at VND19,844/liter (up VND162/liter). RON 95-III gasoline is priced at VND 20,576/liter (up VND 160/liter).
Prices of oil products fluctuated in different directions. Of which, diesel 0.05S is priced at VND19,864/liter (up VND541/liter); kerosene has a new price of VND19,335/liter (up VND540/liter); mazut 180CST 3.5S is priced at VND14,074/kg (down VND246/kg).
