Hanoi market management forces have just discovered a business establishment selling many electric bicycles showing signs of "disguising" them as rudimentary vehicles to evade vehicle registration regulations, posing a potential risk of traffic unsafety, especially for students and the elderly.
Information from the Hanoi Market Management Department said that recently there has been a situation where many people self-purchase large-capacity engines to "modify" and upgrade electric bicycles into vehicles with speeds and operating capabilities equivalent to electric motorbikes. On social networking platforms, the buying and selling of these bike lines is quite active, in which buyers are mainly students, parents and the elderly.
The vehicles are advertised as having eye-catching designs, operating "extremely strongly", high speeds, but the technical specifications show a 240W power motor and a maximum speedometer of only 25km/h. With this specification, vehicles are classified into the group of electric bicycles as prescribed in Article 34 of the Law on Road Traffic Order and Safety, without vehicle registration and drivers without driver's licenses.
On May 5, Market Management Team No. 1 - Hanoi Market Management Sub-Department conducted a surprise inspection of T.L electric vehicle business establishment at No. 20, Alley 12 Khuat Duy Tien, Hanoi.
Through inspection, functional forces discovered 29 electric bicycles without invoices or documents proving their origin. The vehicles all show a motor capacity of 240W and a maximum speed of 25km/h, in accordance with regulations for electric bicycles.
However, through struggle and actual inspection, the facility owner admitted that all 29 vehicles actually use engines with the lowest power from 600W, the maximum speed can reach 60km/h.



The facility owner also confessed to doing business directly at the above address, and also using the website "tuan... xedienhot. com" to promote and sell goods.
According to the Hanoi Market Management Sub-Department, the case shows sophisticated tricks to evade the management of functional agencies when "transforming" large capacity vehicles into rudimentary electric bicycles to avoid registration, thereby avoiding requirements for dossiers, invoices and documents of origin.
More worryingly, vehicles with high speeds are commonly used by students or the elderly. This is a group of people with limited traffic situation handling skills, posing a risk of serious traffic accidents if they lose control when operating.
Functional forces recommend that people carefully research technical parameters and the origin of vehicles before buying and do not use electric bicycles with modified capacity and speed exceeding regulations to ensure safety when participating in traffic.
