Site clearance work reaches 84%
The City People's Committee has just sent a report to the Government Office on the implementation of the project to invest in building a road connecting Gia Binh airport with Hanoi Capital.
Regarding site clearance, the total area in Hanoi City is about 201ha (in Dong Anh, Thuan An, Phu Dong, Thu Lam communes). Up to now, public land has been recovered and compensation money has been paid to people with a total area that can be handed over to investors expected to reach 170.84ha (reaching about 84%).
Regarding site clearance, the total area in Bac Ninh province is about 17.54ha (in Tu Son and Phu Khe wards). Currently, wards have organized the signing of service provision contracts with the Bac Ninh Provincial Land Registration Office to provide land plot extracts and hand them over to the Tien Phong Land Fund Development Center Branch.
The Department of Construction has completed the appraisal of the technical design of the project. Currently, the City People's Committee has directed relevant units to coordinate with the Investor to organize negotiations and complete the draft BT Contract as a basis for signing.
Within the project scope, there are orientations for 2 railway lines including: Lao Cai - Hanoi - Hai Phong railway project and Hanoi - Quang Ninh railway project with complex technical nature, high requirements for safety and synchronous infrastructure.In addition, adjacent to the route connecting Gia Binh airport with Hanoi Capital, there is an existing 500kV power line (this power line is within the scope of the Lao Cai - Hanoi - Hai Phong railway project).
Regarding the design solution for intersections of the Gia Binh airport-Hanoi Capital connection road project with the Lao Cai - Hanoi - Hai Phong railway line construction investment project, Hanoi - Quang Ninh railway project, a consensus has basically been reached on the simultaneous construction of all 3 projects at overlapping locations to ensure progress and technical safety of the projects.
Regarding the relocation of 500kV power lines within the scope of the Lao Cai - Hanoi - Hai Phong railway project, Hanoi - Quang Ninh high-speed railway, and the road connecting Gia Binh airport with Hanoi Capital, the Hanoi City People's Committee has agreed with the Bac Ninh Provincial People's Committee on the plan to relocate the 500kV power line (the plan to follow the Ngu Huyen Khe river).
Vietnam Electricity Group is coordinating with the Hanoi Department of Construction, the Bac Ninh Provincial Department of Construction and related units to agree on a detailed plan for the location of poles and relocation costs. At the same time, regarding this content, the Hanoi People's Committee has issued Document No. 1617/UBND-ĐT dated April 17, 2026, sent to the Ministry of Construction, in which it has requested the Ministry of Construction to consider updating the relocation cost of voltage works from 110kV and above into the total investment of the Lao Cai - Hanoi - Hai Phong railway project to submit to competent authorities for approval.
Proposal to temporarily close the Hanoi - Thai Nguyen expressway section
Based on the above contents, the Hanoi People's Committee respectfully reports to the Prime Minister for consideration and direction on a number of contents.
Accordingly, for the Lao Cai - Hanoi - Hai Phong section parallel to the road connecting Gia Binh airport to Hanoi Capital, the Ministry of Construction needs to prioritize allocating capital, directing investors to urgently approve design documents and organize construction at the same time, completing the structure (roadbed/bridge) at overlapping locations at the same time as the completion of the Gia Binh airport connecting road.At the same time, agreeing with the proposals proposed by the Hanoi People's Committee in Document No. 1617/UBND-ĐT dated April 17.
2026 on accelerating the progress of deploying the relocation of 220kV and 500kV power transmission lines to serve the construction of Lao Cai - Hanoi - Hai Phong railway projects, Hanoi - Quang Ninh high-speed railway and the road connecting Gia Binh airport with Hanoi Capital.
It is proposed that the Bac Ninh Provincial People's Committee direct departments and branches under the province and the People's Committees of Tu Son and Phu Khe wards to accelerate the site clearance progress of the section in Bac Ninh province to ensure the investment progress of the Gia Binh airport - Hanoi Capital railway project of Hanoi City.It is proposed that the Ministry of Agriculture and Environment pay attention to and guide investors in licensing the construction of the Duong River bridge project, the investment project to build the Gia Binh airport - Hanoi Capital railway line in the form of public-private partnership (PPP), Construction - Transfer (BT) type contract.For the section of road connecting Gia Binh airport with Hanoi coinciding with the Hanoi - Thai Nguyen expressway with a length of about 7km (expanding the expressway from 4 lanes to 10 lanes), it is proposed to assign the Ministry of Construction and the Ministry of Public Security to consider temporarily closing the Hanoi - Thai Nguyen expressway section to speed up construction progress.
