On February 5, the Department of Crop Production and Plant Protection (Ministry of Agriculture and Environment) organized an online conference to propagate and disseminate legal documents in the field of crop cultivation and plant protection in order to fully disseminate the new points of the legal document system, helping localities and businesses to understand and unify and effectively implement; and at the same time create a forum for exchange and removal of problems arising in practice, especially issues related to agricultural exports.
Speaking at the opening of the conference, Mr. Nghiem Quang Tuan, Deputy Director of the Department of Crop Production and Plant Protection, emphasized that the policy of building a two-level local government is a major reform, aimed at streamlining the apparatus, reducing intermediate levels, increasing the effectiveness and efficiency of state management; and at the same time promoting decentralization and delegation of power associated with responsibility, taking people and businesses as the center of service.

According to Mr. Tuan, in that context, the system of legal documents on cultivation and plant protection needs to continue to be reviewed, amended, and supplemented in the direction of synchronization, clear authority, reducing intermediate levels, and increasing local proactiveness.
At the conference, many localities and delegates focused on asking questions surrounding regulations on pesticides, fertilizers, planting area codes and packaging facilities - key factors determining access to import markets.
Exchanging about the management of planting area codes and packaging facilities, Ms. Pham Thi Xuan, representative of the International Cooperation and Communication Department, said that the Decree does not yet specify the determination of planting area coordinates. However, the Department of Crop Production and Plant Protection will soon issue specific guidelines. The determination of coordinates is to serve the management, supervision and data integration in the digital transformation process.
Mr. Nghiem Quang Tuan affirmed that the amendment and completion of regulations on planting area codes and packaging facilities is not aimed at "tightening" production, but at limiting fragmentation, improving management efficiency and meeting the increasing requirements of the import market.
According to Mr. Tuan, for exports, from growing areas to packaging facilities, they must be approved by the partner. Therefore, inspection and supervision is not only a legal requirement in the country but also a key factor in protecting the reputation and brand of Vietnamese agricultural products in the international market.
In the coming time, the Ministry of Agriculture and Environment and the Department of Crop Production and Plant Protection will continue to review and improve the system of legal documents in a way that is easy to understand and easy to apply; strengthen decentralization and delegation of power associated with post-inspection; and at the same time accompany localities and businesses to remove obstacles and promote agricultural import and export in a more sustainable, transparent and effective direction.
