On October 14, the Standing Committee of the People's Council of Hung Yen province held a meeting with the Standing Committees of the People's Councils of communes and wards in the area to evaluate the results of past activities, exchange experiences and remove difficulties and obstacles in performing tasks according to the two-level local government model.
According to the report of the Provincial People's Council, from July 1, 2025 to now, the People's Councils of communes and wards have achieved many important results. 104/104 units successfully organized the first session, approving the operating regulations and work programs, creating a legal foundation for the initial phase of operating the new model. Many localities proactively organize thematic sessions to promptly handle issues on budget allocation, adjustment of public investment capital and socio-economic development.
The supervision activities of the People's Council have been practically implemented, focusing on areas related to people's lives such as craft village environment, site clearance, resettlement, etc. Thereby contributing to removing urgent problems and strengthening people's trust. The work of meeting voters and receiving citizens has been maintained in a disciplined manner; leaders of People's Councils and People's Committees of many communes and wards have directly dialogueed and resolved outstanding cases, and have received consensus from the people.
The coordination between the People's Council and the People's Committee, the Vietnam Fatherland Front Committee and socio-political organizations continues to be maintained, ensuring unity in leadership and management. Some localities have applied information technology in operating and processing electronic documents, contributing to promoting digital transformation and modernizing People's Council activities.

Along with that, the People's Councils of communes and wards closely coordinate with People's Committees at the same level in implementing the task of socio-economic development, ensuring national defense and security. 100% of the Commune-level Public Administration Service Centers have been put into operation, with the rate of on-time dossier settlement reaching over 98%. Key projects are implemented on schedule, social security is of interest.
At the conference, delegates listened to leaders of the Provincial People's Council's committees disseminate new regulations on the organization of local government; discuss and recommend contents related to the organization of the apparatus, staffing, funding, land management, planning, environment and infrastructure investment. Representatives of departments, branches and sectors directly discussed and clarified many contents under their authority, helping to resolve difficulties at the grassroots level.
Concluding the conference, Mr. Tran Quoc Van - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council acknowledged and highly appreciated the sense of responsibility, proactiveness and creativity of the People's Councils of communes and wards. He requested the Standing Committees of the People's Councils of localities to improve leadership personnel, improve management skills, innovate supervision methods, select focuses and key points, and link accountability with the results of post-supervision remediation.
He suggested that the Provincial People's Committee direct departments and branches to strengthen guidance and support for grassroots in the form of "handsharing in direction", helping commune-level cadres and civil servants grasp the process in implementing the two-level government model. Specialized departments need to review, guide, and advise on appropriate resource and funding allocation for the facility.
The Chairman of the Provincial People's Council also requested the National Assembly Delegation and the Provincial Fatherland Front Committee to closely coordinate with the People's Councils at the commune level in monitoring and social criticism, contributing to improving the quality of resolutions and creating consensus among the people.
