On the morning of October 3, giving a speech at the 1st Congress of the Hung Yen Provincial Party Committee, term 2025 - 2030, Politburo member, Secretary of the Party Central Committee, Chairman of the Central Inspection Committee Nguyen Duy Ngoc praised the achievements of the Hung Yen Party Committee and People over the past 5 years.
Mr. Nguyen Duy Ngoc emphasized that Hung Yen's economy grew higher than the national average, reaching over 9%/year; the economic scale was over VND328 trillion, 1.73 times higher than in 2020; the economic structure shifted positively; labor productivity increased by 10.45%/year; investment efficiency improved.
Budget revenue is over 74 trillion, among the top 15 localities. Traffic, urban and industrial infrastructure are invested synchronously; progressed culture - society, cultural traditions are promoted.
On that basis, the Chairman of the Central Inspection Committee suggested 3 advantages and 6 major tasks for the congress to analyze and discuss.
The 3 advantages are:
Firstly, the drastic direction of the Central Government in innovating the apparatus, decentralizing and delegating power strongly, developing science and technology, innovation, digital transformation... creates historical opportunities for development. Hung Yen needs to promote the spirit of initiative, daring to think, daring to do.
Second, the establishment of the new province will expand the development space, advantage of geographical location, regional connectivity infrastructure; located in the key economic region of the North, the growth triangle of Hanoi - Hai Phong - Quang Ninh. Hung Yen must identify the role of a new growth zone, a high-tech industrial center, a smart city, and modern ecological agriculture.
Third, solidarity, social consensus and cultural and historical values are the foundation for development. The merger of the two provinces is a harmony of both economic and cultural potential. We must turn tradition into motivation, endogenous resources to promote sustainable development.
6 major tasks are:
First, review indicators and tasks in accordance with the provincial situation; concretize them into action programs, mobilize maximum resources, prioritize regional linkages, clearly identify the tasks of each sector and each level.
Second, focus on transforming the development model based on science - technology, innovation, digital transformation. Building Hung Yen into a high-tech industrial center, logistics, and smart city. Strive for GRDP to reach 600 trillion VND by 2030, with an average income of 190 million VND.
Adjust the planning according to the new development space; develop transport infrastructure, logistics, and bridges across the Red River. Agriculture must follow the ecological, organic, high-tech direction, building a national brand for the main product. At the same time, developing high-quality human resources, comprehensive digital transformation with the goal of the digital economy accounting for 30% of GRDP by 2030.
Third, comprehensively developing culture and society, arousing human strength and cultural traditions. Preserve and effectively exploit heritages such as Hien Street, Tran Temple, Keo Pagoda; make cultural tourism an important economic sector; innovate education, develop digital healthcare, improve health care.
Fourth, strengthen national defense and security, ensure a stable environment; fight against crime, build an orderly and safe society; expand foreign cooperation, attract high-quality investment.
Fifth, build a clean and strong Party and political system. Improve leadership capacity, promote exemplary role, resolutely fight against corruption and negativity. Build a team of qualified and prestigious cadres who dare to think and dare to do; strictly implement the policy of arranging non-local cadres; improve the efficiency of 2-level government, promote administrative reform associated with digital transformation, taking people as the center.
Sixth, strengthen national solidarity, strengthen social consensus, and prevent discrimination "one province, one province, another". Promote the role of the Fatherland Front and socio-political organizations, listen to and promptly resolve the aspirations of the people.
