On October 8, Deputy Prime Minister Tran Hong Ha chaired a national online conference on the implementation of the Land Law, Housing Law, and Real Estate Business Law.
According to the Government Portal, to date, 50/63 provinces and cities have issued a number of documents detailing the implementation of the Land Law; however, no locality has issued all legal documents under its authority. Some localities have not issued any documents for implementation.
Of the 50/63 provinces and cities that have issued documents, only Hai Duong province has issued all the contents assigned to be detailed in the Law. The remaining localities mainly issue contents related to compensation, resettlement support, regulations on land allocation limits, recognition of land use rights, conditions for land division and consolidation, etc.
There are 13 provinces and cities that have not issued documents, including Cao Bang, Ninh Binh, Quang Nam, Quang Ngai, Gia Lai, Dak Nong, Tien Giang, Can Tho, Bac Lieu, Ca Mau, Phu Yen, Binh Phuoc and An Giang.
After 2 months of implementation, with the new regulations of the Land Law and documents guiding its implementation, it has initially shown that the new policies have brought about effectiveness such as decentralization and delegation of authority in land use conversion, land recovery, land price determination, issuance of land use right certificates, sea encroachment, etc.
At the conference, Deputy Prime Minister Tran Hong Ha emphasized: The Land Law, Housing Law, and Real Estate Business Law are closely related to the implementation of specific tasks and projects serving socio-economic development and ensuring national security and defense.
The goal is to remove difficulties, propose a number of new policies and strategies to create development resources, including the real estate market, and ensure housing policies.
Deputy Prime Minister of the Government highly appreciated the efforts of ministries, branches, localities, associations, enterprises... who have worked together, participated together, and agreed together in building decrees, decisions, and circulars to put laws into practice.
The Government, together with localities, has developed and issued synchronous documents under the authority of 15 Decrees and 02 Decisions of the Prime Minister; no circulars have been delayed in issuance.
As of October 7, 2024, no locality has issued all legal documents under its jurisdiction. Some localities have not issued any documents for implementation.
Deputy Prime Minister of the Government requested localities to clarify the causes and responsibilities for the delay in issuing decisions under their authority; the extent of impact on socio-economic development in the area, the mobilization of land resources, the operation of the real estate market; the implementation of housing mechanisms and policies...
Localities need to clearly propose difficulties and problems that need to be removed and resolved by the Prime Minister and ministers.
Ministries, branches and agencies must have the responsibility to join hands to guide localities to remove and resolve the problem.
The ultimate goal is to speed up the promulgation of documents implementing the Land Law, Housing Law, and Real Estate Business Law, meeting the urgent and necessary requirements of life to remove difficulties and introduce better policies.
